About the role

The Cost Estimator Analyst will negotiate with DIA/City's interest during the change process with our contracts. This position directly impacts design and construction costs.

Responsibilities

  • Negotiate with contractors during the change process in the best interest for DIA/City.
  • Review contractor change order proposals for consistency with the terms and conditions of the contract, and negotiate and resolve cost and time change issues with contractors.
  • Assure that all documented business processes are tracked following the approved methodology.
  • Implement and coordinate approved business process improvements with a variety of targeted stakeholders.
  • Provide conceptual and detailed cost estimates and schedules to Project Managers as cost control tools.
  • Develop, maintain, and cultivate collaborative relationships and programs using a liaison structure between contractors and project managers.
  • Follow up with new processes implemented within the cost estimating application to maximize its effectiveness.
  • Experience with claim evaluation and scheduling.
  • Experience with construction techniques and take-off from drawings.

Requirements

Baccalaureate Degree in Business Administration, Public Administration, Political Science, or a related field. Three years of experience concentrating on the analysis and implementation of cost estimating contracts, complex process and application involving multiple stakeholders. A Master’s Degree in the specialty field may be substituted for one year of the required experience. Additional appropriate experience may be substituted for the minimum education requirement on a year for year basis. (8 yrs of functional cost estimator negotiation work experience)

The ideal candidate will have 5 years experience as an estimator and 2 years in an aviation facilities environment negotiating construction contracts.

Qualifications

Appropriate education and experience that can be substituted for the minimum education and work experience. (7 years of cost estimator/Negotiation - work experience)

Skills

Experience with claim evaluation and scheduling.

Experience with construction techniques and take-off from drawings.

Experience with estimating and scheduling software such as PRIMAVERA 6, Microsoft Project, On Screen Take-off, Winest, and Ice.

Familiarity with estimating publications such as NECA, MCAA, Means Costworks, Richardson's, Get-A-Quote.

Experience providing estimates for various types of projects.

Experience in an airport estimating environment.

Pay

Salary range: $75,000 - $100,000 annually, depending on qualifications and experience.

Schedule

Full-time, Monday through Friday, 8:00 AM - 5:00 PM.
