Temporary Animal Control and License Officer I - Blythe

About the Role

The County of Riverside’s Human Resources Temporary Assignment Program (TAP) seeks to fill a Temporary Animal Control and License Officer I position. This is a full-time, temporary position located in Blythe, California. The role reports to the Lieutenant of Field Services and involves field work, requiring extended periods of standing and physical movement. Flexibility to work weekends, holidays, and standby shifts is necessary.

Responsibilities

• Drive a vehicle to patrol jurisdictions, enforce animal regulations, laws, and ordinances.
• Answer public questions about animal care, treatment, and legal rights.
• Contact dog owners to locate unlicensed or unvaccinated dogs, verify rabies certificates, microchips, and signalment, and collect license fees.
• Prepare reports, citations, and notices of violation; maintain records using software and databases.
• Work with law enforcement groups, issue violation notices, collect evidence, and testify in court.
• Ensure County vehicles are fueled, maintained, and inspected daily.
• Investigate complaints about stray, dangerous, or improperly controlled animals; handle animal cruelty cases under guidance.
• Use tranquilizer guns or other means to control dangerous animals; respond to emergency calls involving animal bites.
• Quarantine potentially rabid animals, issue citations for quarantine violations, and transport stray or dead animals.
• Photograph and document violations, maintain citations, and refer the public to veterinary services.
• Perform property rechecks to verify compliance and assist during vaccination clinics or offsite events.

Requirements

• High school graduation or G.E.D.
• Six months of experience in an animal shelter, veterinary office, grooming, boarding, or similar setting.
• Knowledge of animal handling techniques, laws, disease symptoms, and breeds.
• Ability to establish relationships, explain regulations, handle animals safely, and communicate effectively.
• Possession of a valid California Driver's License.
• Completion of a series of three Rabies vaccines within 30 days of employment.
• Successful completion of Penal Code 832 training within six months of hire.

Qualifications

• Strong customer service and computer skills.
• Residence near the Blythe shelter or surrounding communities preferred.
