About the Role

This position is in the Cyber Excepted Service (CES) under 10 USC 1599f and does not convey eligibility for conversion to the Competitive Service. It is a mission-critical role supporting the US Cyber Command, classified as Professional Work Category at the Senior Work Level within the CES Occupational Structure. The position is located at the DISA OC/CE/PACIFIC FIELD COMMAND.

Responsibilities

  • Provides 24/7 network field support for Real-Time Services (including DSN, DRSN, EVoIP, ECVoIP, and VTC) to customers, manages central coordination for troubleshooting and resolving network trouble calls, and conducts on-site assistance visits.
  • Performs project management for the installation, fielding, or relocation of DODIN facilities by defining user requirements, developing implementation plans, and providing technical direction to personnel to ensure project goals are accomplished.
  • Develops and evaluates support policies, agency-level procedures, and system configurations to ensure quality installations, improve system capabilities, and achieve the highest possible customer satisfaction.
  • Serves as a technical expert and liaison to supported commands, providing advice on DISN and DODIN improvement plans and ensuring customer requirements are addressed in DISA architectural and planning documents.
  • Performs contract task management by developing technical specifications, approving requirements, reviewing costs, and monitoring contractor performance to ensure agency standards are met and work products are acceptable.

Qualifications

To qualify for this position, you must meet the following requirements:

Individual Occupational Requirements

  • Undergraduate and Graduate Education: Major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position.
  • Other education in Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction may be substituted for general experience on a month-for-month basis.
  • Work experience or quality unpaid work experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.

Qualifying Experience

To qualify at the GG-13 level, your resume must describe at least one year of experience demonstrating the following competencies:

  • Managing network field support and troubleshooting for telecommunications systems (e.g., VoIP, Video Teleconferencing, switched networks).
  • Performing project management for the installation, fielding, or relocation of communications equipment.
  • Developing support policies to ensure customer requirements are met.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

There is no substitution of education for the qualifying experience at the GG-13 grade level.

  • This position is in the Excepted Service and does not convey eligibility to be converted to the Competitive Service.
  • A three-year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
  • Telework availability will be based upon mission requirements and supervisory determination.
  • Individuals tentatively selected for drug-testing designated positions will be required to submit to urinalysis for illegal drugs prior to appointment or placement.
