About the role

The Technical Publications Specialist manages and maintains all technical publications in the central, dispersed, and site libraries for immediate retrieval of accurate technical information by maintenance and management personnel. This role involves coordinating library and certification functions with the Quality Assurance Manager/Supervisor and ensuring compliance with applicable Government and Company policies.

Responsibilities

  • Type and file quality assurance correspondence.
  • Develop and maintain an Automatic Distribution Requirements List (ADRL) computer file of all publications within the libraries.
  • Document and verify the accuracy of all publications in accordance with Government/Company policies.
  • Coordinate publication procedures with dispersed librarians.
  • Distribute changes to dispersed and site librarians for incorporation into their libraries.
  • Maintain the Interactive Electronic Technical Manual System (IETMs) software program and Portable Electronic Maintenance Aid (PEMA) computer systems within the internet-based Enhance Library Management System (ELMS).
  • Assist and train personnel in the use and maintenance of technical publications libraries.
  • Conduct scheduled library audits/inventories of all work centers and site libraries.
  • Submit Technical Publications Deficiency Reports for noted discrepancies.
  • Ensure all Company maintenance instructions are formatted, typed, properly approved, distributed, and reviewed annually.
  • Prepare typed and/or computer-printed correspondence and reports for Quality Assurance.
  • Maintain files of correspondence, directives, and other Quality Assurance reports.
  • Assist in ensuring the safety, security, and preservation of Government/Company-owned equipment.
  • Maintain cleanliness of the work center in accordance with Government/Company policies.
  • Adhere to Foreign Object Damage (FOD) prevention rules, including participation in FOD walk-downs when directed.
  • Adhere to the Company Tool Control Program.
  • Present a courteous and professional demeanor when interacting with customers and co-workers.
  • Perform other duties related to the classification as assigned.

Requirements

  • Thorough working knowledge of applicable maintenance/technical manuals and publications.
  • Awareness of COMNAVAIRFORINST 4790.2 and ISO 9001-2000 programs.
  • Operational Risk Management (ORM) training.
  • Ability to inventory, control, and order maintenance technical publications and directives.
  • Ability to read, write, understand, and communicate in English and follow verbal and written instructions.
  • Ability to obtain and maintain a Secret security clearance and flight-line driver’s license, if required.
  • Ability to type a minimum of 30 words per minute.
  • Functional knowledge and skills to operate computer equipment.
  • Must be able to obtain and maintain a Secret US Government Clearance (US Citizenship required).
  • Satisfactory completion of U.S. Armed Forces Technical Publications Librarian courses or equivalent civilian training, or one year of on-the-job training/experience.
  • Minimum of two years of general publication experience, with one year specialized in U.S. Armed Forces Aviation Technical Publication Inventory Control/requisitioning/upkeep.
  • Training in Hazardous Waste Communication, FOD and TCP Awareness, and Security Clearance Awareness.
  • Valid State Driver’s License.
  • High School Diploma or GED.
  • Prior military personnel must present a member 4 DD214 with an Honorable character of service discharge.
  • Must be able to work dayshift, night shift, and/or weekend shift as required.

Working Environment

This role is primarily office-based but may require physical movements and postures associated with office activities. May be required to lift objects up to 50 pounds. Special vision abilities required include close vision, peripheral vision, depth perception, and the ability to adjust focus.

The diversity of work conditions may range from comfortable office environments to exposure to inclement weather, high noise hazards, fumes, airborne particles, and electrical shock hazards.

Travel

Travel may be required as specified by work and customer needs, potentially including support for detachments of unknown duration.

Pay

Hiring hourly rate of pay: $44.88 (set by Collective Bargaining Agreement).
