About the role
HII-Mission Technologies is seeking a Technical Proposal Writing Manager to lead and mentor a team of proposal writers, ensuring high-quality, compliant, and compelling proposal responses for commercial and U.S. government solicitations. This on-site role involves close collaboration with Capture Managers, Proposal Managers, Volume Leads, Subject Matter Experts (SMEs), and functional departments to incorporate proposal strategies, win themes, and technical approaches into assigned sections.
Responsibilities
- Lead, manage, and mentor a team of proposal writers to produce compliant and compelling content across assigned sections and volumes.
- Oversee development of compliant outlines, writing assignments, and annotated shells aligned to RFP Section L & M requirements.
- Conduct quality reviews of writer drafts, providing actionable editorial guidance to strengthen clarity, consistency, voice, substantiation, and alignment with win themes.
- Coordinate closely with Proposal Managers, Capture Managers, and SMEs to ensure writing inputs accurately reflect strategy, solution, and technical approach.
- Develop and enforce writing standards, style guides, templates, and best practices to drive consistency and efficiency across proposal teams.
- Manage writing schedules, track progress against milestones, and ensure timely delivery of drafts for reviews (Pink/Red/Gold/White Glove).
- Identify skill gaps and provide coaching, training, and feedback to improve writer performance and readiness for complex bids.
- Support surge efforts by reallocating writing resources, balancing workloads, and anticipating staffing needs for upcoming solicitations.
- Maintain version control, configuration management discipline, and adherence to proposal management processes.
- Write assigned proposal sections in accordance with the proposal schedule, compliance matrix, and allocated page count.
- Review RFPs, amendments, and Q&As to ensure assigned sections remain compliant and incorporate necessary changes.
- Help formulate graphics to support written content and augment proposal material with input from SMEs.
- Develop questions for submission to the Proposal Manager and review/adjudicate comments from proposal reviewers.
Requirements
- 8 years of relevant progressive experience with a Bachelor’s degree in a related field; 6 years with a Master’s degree; or a High School Diploma (or equivalent) with 12 years of relevant progressive experience.
- In-depth understanding of governmental RFPs, including experience analyzing RFPs, creating annotated outlines, writing new material, and editing under tight deadlines.
- Strong verbal and written communication skills, with meticulous attention to detail and accuracy.
- Excellent organizational and time management skills, with the ability to manage multiple tasks in compressed timeframes.
- Proficiency in Microsoft Office products (Word, Excel, PowerPoint) and working knowledge of graphics/desktop software.
- Experience with SharePoint or other proposal collaboration software.
- Flexibility to adapt to changing schedules, priorities, and extended work hours to meet delivery deadlines.
Preferred Qualifications
- Active TS clearance.
- Bachelor’s degree in professional writing, English literature, or a related field, with 3+ years of continuous proposal writing experience for large bid efforts (e.g., management approaches, past performance, quality plans, staffing plans, transition plans, and resumes).
Pay
Anticipated salary range: $100,000 – $196,000 per year. The final offer considers factors such as role function, education, training, work experience, and key skills.
