Position Responsibilities
- Manage, coordinate, and establish priorities for the complete life cycle of Information Technology projects.
- Determine project needs and acquire the resources required for project success.
- Utilize Agile methodologies to initiate, plan, execute, monitor, and close projects.
- Define project scope and schedule, breaking large projects into manageable sequences.
- Manage day-to-day execution of technical projects across SOC, CDM, CI/CD, and engineering teams.
- Lead Agile ceremonies including sprint planning, backlog grooming, and stakeholder demos.
- Oversee the development of required project documentation.
- Track milestones, risks, and deliverables across engineering and operations teams.
- Coordinate with federal stakeholders to align technical execution with business goals and compliance requirements.
Required Skills
- U.S. Citizenship required.
- 7+ years of experience supporting Information Technology in a Project Manager capacity.
- Active Public Trust 6c clearance, or the ability to obtain and maintain one.
- Active Project Management Professional (PMP) certification — mandatory.
- Strong technical understanding of Information Technology, Identity and Access Management (IAM), and AWS GovCloud systems and services.
- Project management proficiency with the knowledge, skills, tools, and techniques required to implement services within the IT Infrastructure Library (ITIL Foundation) framework.
- Demonstrated experience managing Agile development teams and understanding how enhancements, defects, or other requests impact application architecture.
- Expert knowledge of recent technological advances in computer science and engineering.
- Excellent written and verbal communication skills, including experience presenting material to senior government officials.
- Demonstrated ability to communicate and collaborate effectively with key managers and functional experts.
- Experience with cybersecurity environments including, but not limited to, CDM, SOC, DevSecOps, vulnerability management, and cloud-native tools.
Desired Skills
- Bachelor's degree in Cybersecurity, Information Technology, Computer Science, or a related field or equivalent professional experience.
- One of the following certifications: ITIL Foundation, Certified Scrum Master (CSM) or SAFe Agile, AWS Cloud Practitioner or higher (AWS GovCloud experience desirable), Certified Information Systems Security Professional (CISSP) or equivalent.
- Familiarity with federal IT governance frameworks, including NIST RMF, FedRAMP, and OMB compliance requirements.
- Experience supporting continuous monitoring programs and coordinating POA&M remediation tracking.
- Prior experience working on large-scale federal civilian agency programs with complex stakeholder environments.
- Familiarity with ITIL service management practices and experience integrating ITSM tools into project workflows.
- Experience managing cross-functional teams in hybrid SOC and engineering environments.
- Ability to provide strategic guidance that enhances and optimizes an agency's overall IT and cybersecurity posture.
