About the role
Edgewater Technical Associates is seeking a Technical Project Manager 2 (Construction) to support construction, demolition and decommissioning (D&D), testing, and turnover activities within DOE or NNSA nuclear facilities.
Responsibilities
- Manage discrete technical construction projects from initiation through turnover, ensuring timely completion of all project objectives.
- Define, manage, and monitor project scope, deliverables, budgets, schedules, risks, and technical requirements.
- Support and, when required, lead project teams in planning, tracking, and executing construction activities.
- Manage project activities in accordance with client’s contract requirements, National Nuclear Security Administration (NNSA) expectations, and Department of Energy (DOE) Order 413.3B.
- Administer project work organized through control accounts and work packages to ensure successful execution of program objectives.
- Develop, implement, and evaluate policies, procedures, and standards related to construction and work execution within nuclear facilities.
- Coordinate project activities with engineering, construction, operations, maintenance, and support organizations to ensure safe and efficient execution.
- Monitor project budgets, schedules, and performance while identifying and mitigating technical and programmatic risks.
- Provide technical guidance to project personnel, support departments, subcontractors, and matrixed resources.
- Ensure construction activities comply with Nuclear Quality Assurance-1 (NQA-1), DOE, NNSA, safety, security, and quality requirements.
- Support testing, commissioning, turnover, and project closeout activities.
- Prepare project status reports, risk assessments, and executive-level communications.
Requirements
- Bachelor's degree from an accredited institution and five (5) years of directly related experience, or an equivalent combination of education and experience.
- Recent experience supporting construction, demolition and decommissioning (D&D), testing, and turnover activities within DOE or NNSA nuclear facilities.
- Experience managing technical construction work in DOE Hazard Category 2 nuclear facilities or similarly regulated environments.
- Demonstrated knowledge of DOE Order 413.3B project management requirements.
- Experience working under Nuclear Quality Assurance-1 (NQA-1) requirements.
- Strong experience managing project scope, budgets, schedules, risk, and technical deliverables.
- Experience coordinating work between construction, operations, engineering, radiological control, nuclear safety, criticality safety, occupational safety, and other support organizations.
- Strong written and verbal communication skills with the ability to work effectively across multidisciplinary project teams.
- Experience operating within highly controlled nuclear security and classified environments.
- United States Citizenship.
- Active DOE Q Clearance is required.
Desired Qualifications
- Prior construction management or technical project management experience supporting DOE or NNSA laboratory projects.
- Experience supporting active construction, facility modifications, testing, commissioning, and project turnover.
- Experience with work planning, work control, and integrated project execution.
- Demonstrated success coordinating complex projects involving multiple stakeholders and technical disciplines.
Schedule
4/10 schedule (four 10-hour days per week) with overtime eligibility.
