The Technical Program Manager/Deputy Task Lead will provide strategic technical direction and operational oversight across software development, cybersecurity, and modernization initiatives. This role requires strong leadership across engineering teams, program execution, and stakeholder engagement to ensure successful delivery of complex technology solutions.
About the role
This position offers the opportunity to provide senior technical leadership for a large-scale modernization initiative focused on transforming enterprise case management capabilities through cloud-based solutions. You will oversee complex software development, architecture, cybersecurity, and delivery activities across multiple Agile teams.
Responsibilities
- Provide strategic technical direction and operational oversight across software development, cybersecurity, and modernization initiatives.
- Manage large-scale initiatives while translating complex technical concepts into clear business and executive communication.
- Lead software development execution across multiple Agile teams, monitoring engineering performance, risks, dependencies, and delivery milestones.
- Define technical strategies, engineering standards, architecture roadmaps, and solution approaches aligned with enterprise objectives.
- Supervise architects, development leads, engineering teams, and cybersecurity professionals to ensure effective collaboration and delivery.
- Lead cybersecurity activities, including security architecture, compliance initiatives, vulnerability management, secure development practices, and risk mitigation.
- Ensure adherence to security frameworks, software development lifecycle practices, Agile methodologies, and governance requirements.
- Lead technical reviews, design assessments, audits, and continuous improvement initiatives to enhance operational maturity.
- Act as a senior technical liaison, communicating complex technology, security, and delivery topics to executive-level stakeholders.
Requirements
- Experienced technology leader with a strong background in enterprise software delivery, technical program management, cloud solutions, and cybersecurity governance.
- Bachelor’s degree in a relevant field required; advanced degree preferred.
- 15+ years of experience in IT, including enterprise software development, architecture, or technology delivery environments.
- 7-10+ years of experience managing large-scale technology programs, software development lifecycles, and complex solution implementations.
- Proven experience delivering cloud-based enterprise solutions using Agile, DevSecOps, and modern software engineering practices.
- Strong understanding of enterprise architecture, cybersecurity principles, risk management, governance, and compliance frameworks.
- Experience leading cross-functional technical teams and coordinating multiple interdependent workstreams.
- Able to develop technical strategies, evaluate risks, and drive decision-making in complex environments.
- Excellent written and verbal communication skills, with the ability to present technical topics to senior stakeholders.
- Project Management Professional (PMP) certification required; Agile or additional technical certifications are a plus.
- Strong leadership, collaboration, problem-solving, and organizational skills.
