Job Summary

Casey Family Programs, an Equal Opportunity Employer, is seeking a Technical Assistance Project Manager to lead the design, planning, implementation, facilitation, and refinement of complex short- and long-term Technical Assistance Unit (TAU) projects. The role works collaboratively with TAU colleagues, Strategic Consultants, jurisdiction representatives, community partners, lived experts, and constituents to achieve equitable, long-lasting outcomes for children and families.

Essential Responsibilities

  • Project Leadership & Facilitation – 60%

    • Independently designs, leads, and implements complex TAU efforts and requests, including special projects, targeted work, implementation of change management and innovation processes, new and emerging approaches, and facilitation of complex planning and implementation discussions.
    • Serving as the lead project manager for internal and external Casey-sponsored convenings and individual jurisdictional events.
    • Serving as the lead facilitator of internal and external planning calls, creating an inclusive environment for agenda development.
    • Cooking with planning team members to determine overarching focus, initial objectives, content and agenda development, budget, and other logistics.
    • Providing on-site coordination to ensure a successful, respectful, and seamless execution of long-term project.
    • Leading facilitation, planning all phases of work, and building authentic, respectful relationships with internal/external experts and vendors.
    • Effectively collaborating and teaming with TAU colleagues, other CFP teams, and a broad base of external stakeholders on a national, state, and local level, prioritizing the voices and insights of lived experts and constituents.
    • Communicating and directing communication with Strategic Consultants, key jurisdiction and constituent stakeholders, and experts to explore and test new and emerging TAU approaches.
    • Utilizing available resources to support the design and implementation of strategies and approaches, delegating tasks respectfully and effectively to support execution.
    • Applying skilled facilitation and project management techniques—including time management, participant engagement, clear communication, and course corrections—to ensure group dynamics are managed with respect, and meeting objectives are achieved.
    • Analyzing data and information to assess the success of work efforts, using an equity lens to identify opportunities to develop new TAU approaches based on implementation experience and jurisdiction needs.
    • Developing inclusive written and visual products, including meeting notes, summaries, reports, and other materials related to work efforts for leadership, Strategic Consultants, and jurisdiction representatives.
  • Strategic Consultation & Coaching – 20%

    • Serves as a resource to the TAU team by providing strategic advice, coaching, and support for TAU work efforts, fostering a workplace culture of mutual respect and continuous learning.
    • Provides strategic insight and consultation to Strategic Consultants, TAU team members, and other internal and external stakeholders to achieve desired outcomes through new and existing approaches to facilitated efforts and TAU convenings.
  • Request Analysis & Intake – 15%

    • Works collaboratively with TAU leadership to analyze incoming requests, participates in pre-consults and discussions with Strategic Consultants to deeply understand the request, jurisdiction needs, and desired outcomes, ensuring a respectful and responsive approach to partner needs.
  • Committee & Other Duties – 5%

    • Acts as an active committee member and performs other duties as assigned, championing Casey's values in all internal service opportunities.

Qualifications

  • A Bachelor’s degree from an accredited college or university in Human Services, Social Work, Public Administration, or a related field is required. A master’s degree is preferred.
  • A minimum of five years of experience in child welfare or a related field is required. Working knowledge of social, economic, and political issues relevant to children, families, and communities is required. An understanding of the national landscape of child welfare and the social sector is strongly preferred.
  • A minimum of seven years of experience designing, facilitating, and executing large-scale planning and reform efforts within public systems and/or nonprofit organizations is required. This must include experience with change management processes, strategic plan/practice model development, and efforts to innovate practice and policy through a lens of equity and inclusion.
  • Demonstrated consulting expertise is required, including inclusive relationship-building, analytical, communication, implementation, and continuous quality improvement. A minimum of one year of consulting experience as an independent consultant or within an agency is preferred.
  • Highly developed facilitation skills are required, including a demonstrated ability to read communication styles, interpret non-verbal cues, defuse tension, and manage group dynamics with deep respect for individual differences, ensuring all voices are engaged and heard.
  • Highly developed project management and problem-solving skills are required, including a proven ability to negotiate challenging situations and relationships with respect, prioritize and execute tasks effectively, conform to shifting priorities, and make appropriate course corrections to achieve equitable outcomes.
  • Expertise may be demonstrated through professional experience and/or certification(s).
  • Designing the approach to complex and innovative TAU work efforts, ensuring diverse perspectives and equitable practices are integrated from inception.
  • Demonstrated ability to develop high-quality written and visual products (meeting notes, summaries, reports) for diverse stakeholder groups, including leadership, consultants, and jurisdiction representatives.

Compensation and Benefits

This is a regular full-time position that requires the ability and willingness to travel 50% or more of the time. Compensation for this role will be determined by the candidate’s location and the applicable market zone as well as other factors including knowledge, skills, and experience. Casey Family Programs uses internally defined market zones based on geographical regions. Market zone 1 – $87,639 - $118,571 Market zone 2 – $92,795 - $125,546 Market zone 3 – $97,950 - $115,235 Market zone 4 – $103,105 - $139,495 Market zone 5 – $108,260 - $146,470 Market zone 6 – $113,416 - $153,445 Casey Family Programs offers comprehensive benefits including medical, dental and vision coverage, accrual of 12 days of annual leave, 12 days of sick leave, 10 paid holidays per year, and each employee receives one personal holiday to use each calendar year. Employees that meet certain tenure qualifiers are eligible for up to eight weeks of parental leave for the birth or placement of a child for adoption or foster care. After the completion of 10 years of continuous, full-time regular employment, employees in good standing are permitted for a three-month sabbatical with pay.
