Technical Assistance Lead (NTAP)

Responsibilities

  • Independently serve as Project Director on highly complex/strategic small to mid-sized projects; mid-sized projects (typical annualized portfolio ~$1M - $3M); and/or as a Project Manager/Deputy Director for large projects (typical annualized portfolio ~$2M-$6M), providing financial oversight and ensuring high-quality product delivery for complex projects that meet client and JSI operational standards.
  • Direct and develop a multidisciplinary team, fostering a “ONE JSI” culture of accountability, innovation, and individual professional growth driven by merit to ensure operational excellence and in accordance with JSI policies and procedures.
  • Ensure the quality of TA delivery through SOP development and team management.
  • Expand integration of project and people management strategies to optimize project outcomes.
  • Use specialized expertise to lead the development and creation of high-quality, methodologically grounded work products for JSI’s primary care & delivery portfolio.
  • Apply frameworks and evidence-informed methodological approaches, tools, and best practices to projects.
  • Guide project team(s) to conceptualize, develop, and iteratively improve project deliverables for effectiveness and impact, with ultimate accountability for high-quality of project processes and deliverables.
  • Facilitate large and/or politically complex external-facing meetings, being attentive to the participant experience including demonstrating cultural humility.
  • Independently synthesize ideas and provide thoughtful responses in real time.
  • Synthesize and deliver complex information to diverse audiences in a clear and engaging manner.
  • Identify opportunities for further dissemination of findings to promote recognition of JSI's technical excellence and/or thought leadership in the field.
  • Lead conceptualization and authorship of large and/or complex technical proposals, and put together complementary and competitive project teams ultimately generating new project work.
  • Strengthen and expand client relationships, focusing on strategic partnership and business growth.
  • Negotiate scopes of work, partnership agreements, and budgets.
  • Engage actively with clients to ensure satisfaction with process and final products.
  • Lead project teams to identify areas for improvement to ensure continuous learning, merit-based professional growth, and excellence in team work processes and products.
  • Guide teams to apply continuous learning to projects and internal operations.

Qualifications

  • Requires a Bachelor’s degree with at least 10 years of relevant experience, or equivalent experience.
  • Demonstrated experience and deep knowledge of health centers with senior leadership roles in supporting health center training, coaching, and TA delivery.
  • Understanding 330 compliance and translation to health center TA delivery is essential.
  • Advanced expertise in health center finance and operations, including the key drivers of organizational performance.
  • Demonstrated project leadership in guiding multi-disciplinary teams to address systems-level and policy levers to effect structural change.
  • Demonstrated success in leading strategic business development initiatives, expanding client and funder relationships, and securing significant project funding.
  • Advanced expertise and proven expertise in applying adult learning principles to training including group facilitation, coaching, training, other technical assistance modalities, and independent development of high-quality, methodologically grounded work products.
  • Data fluency and ability to leverage performance data to measure impact and as diagnostic tools to improve learning outcomes.
  • Advanced strategic thinking skills, and demonstrated capacity to do long-term planning.
  • Demonstrated experience leading team adaptability by effectively managing change.
  • Demonstrated advanced skills in high-level oral and written communication, including influencing policy and leading complex stakeholder negotiations.
  • Proficiency in MS Suite and Google Suite.
  • Ability to utilize AI tools thoughtfully, ensuring efficiency, integrity, and excellence while adhering to ethical standards and maintaining data privacy.
  • Fluent oral and written English communication skills.
  • Willingness and ability to travel, if necessary (up to 15%).
