This position serves as an Information Technology Business Analyst V, acting as the primary bridge between business stakeholders and the delivery team. The role is responsible for ensuring business needs are accurately understood, documented, and carried through the development process from initial discovery through implementation.
Responsibilities
- Meet with business stakeholders and subject-matter experts to understand business needs, problems, objectives, and desired outcomes.
- Elicit, analyze, document, prioritize, and validate business and functional requirements.
- Analyze current business processes, workflows, and procedures to identify gaps, inefficiencies, risks, and opportunities for improvement.
- Develop and document future-state processes, business rules, use cases, and other business analysis artifacts as appropriate.
- Translate business needs into clear, complete, and actionable requirements that can be understood and implemented by technical teams.
- Facilitate stakeholder discussions to resolve ambiguity, conflicting needs, assumptions, and requirements gaps and obtain agreement on proposed solutions.
- Assess the business impact of proposed system or process changes, including impacts to users, processes, data, and related business functions.
- Work with project managers, developers, technical staff, vendors, and business stakeholders throughout solution development to clarify requirements and address business-related questions.
- Maintain requirements, process documentation, traceability, decisions, and other business analysis artifacts throughout the project lifecycle.
- Coordinate User Acceptance Testing (UAT) by developing acceptance criteria and scenarios, coordinating business users, evaluating results, and documenting business issues.
- Support implementation by helping stakeholders understand and adopt new or changed processes and functionality and by confirming that business requirements have been satisfied.
Requirements
A good-fit applicant meets minimum qualifications and has practical experience performing business analysis and working directly with business stakeholders to understand their needs, problems, processes, and desired outcomes. The candidate should be able to independently:
- Elicit, analyze, document, and validate business and functional requirements
- Identify gaps or inconsistencies
- Document current and future-state processes
- Translate business needs into clear, understandable requirements that can be used by technical teams to develop or modify a solution
The candidate should demonstrate strong analytical, organizational, written, and verbal communication skills and be comfortable asking questions, resolving ambiguity, facilitating discussions, documenting decisions, and working with multiple stakeholders. Experience participating in system development projects, reviewing proposed solutions from a business perspective, coordinating/conducting UAT, and maintaining requirements and related documentation would provide a strong foundation for success.
Preferred Qualifications
A great-fit candidate meets minimum and multiple preferred qualifications and demonstrates the ability to independently own the business analysis effort for an assigned system, process, project, or agency division, from initial discovery through implementation. Key differentiators include:
- Asking probing questions to distinguish the underlying business need from a requested solution
- Identifying gaps and conflicting requirements, challenging assumptions when appropriate
- Helping stakeholders reach a clear and workable definition of what is needed
- Analyzing business processes and identifying opportunities for improvement
- Developing current- and future-state process models
- Defining functional requirements and acceptance criteria
- Maintaining requirements traceability and ensuring requirements remain accurate as the solution evolves
- Facilitating requirements meetings and working through competing stakeholder needs
- Explaining requirements to technical staff
- Reviewing delivered functionality against business requirements
- Coordinating with business users during UAT
- Identifying when a delivered solution does not satisfy the intended business need
Most importantly, the candidate demonstrates business analysis judgment and ownership — the ability to take an ambiguous business problem, understand what the organization actually needs, translate that need into clear and defensible requirements, and remain engaged throughout delivery to ensure the resulting solution addresses the original business objective.
