TCEQ - Management Analyst IV
About the role
Join the Texas Commission on Environmental Quality (TCEQ) as part of the commissioners' office, supporting commissioners in establishing agency direction, policy, and final determinations on contested permitting and enforcement matters. This position is within the Office of General Counsel.
Responsibilities
- Provide advanced professional guidance and support for administrative analysis, development of office management policies, and coordination of operations for the Office of General Counsel.
- Serve as consultant and liaison to management and staff regarding business operations in the Office of General Counsel, Office of Chief Clerk, Office of Chief Auditor, and Office of Public Interest Counsel (Commissioner's Cluster).
- Develop, coordinate, and oversee various short- and long-term division, office, and agency projects; review agency initiatives and reports.
- Advise division management regarding budget, personnel, resource alignment, reporting, and related duties.
- Serve as the Commissioners' Cluster Public Information Act screener, coordinating information and responses in compliance with agency policies and procedures.
- Review and evaluate new and existing administrative program policies, regulations, and goals by facilitating business processes and project meetings.
- Serve as the records liaison for coordinating requirements relating to program records, including retention, storage, access, and destruction.
Requirements
- Experience advising division management regarding budget, personnel, resource alignment, and business-related reporting, including operating budget development and salary reconciliation.
- Experience overseeing business administration projects, including coordinating and incorporating responses from other business units.
- Experience with document management and records retention, including familiarity with the Texas Records Retention Act, policies, and procedures regarding records retention, storage, access, and destruction.
Qualifications
- A bachelor's degree from an accredited college or university, with a major in business, planning, environmental studies, art history, related fields, or an area relevant to the position, plus six years of full-time experience conducting program and/or policy analysis work.
- One year of additional experience may substitute for each year (30 semester hours) of the required education.
- A graduate degree in the above areas may substitute for two years of the required experience.
Employees in this classification may research, work on, or have access to critical infrastructure, including communication infrastructure systems, cybersecurity systems, electric grids, hazardous waste treatment systems, or water treatment facilities. The ability to maintain the security or integrity of such infrastructure is required for employment.
Schedule
Standard business hours are Monday through Friday, 8:00 a.m. to 5:00 p.m. Individual and workgroup schedules are determined by the TCEQ Austin Office.
