About the Role

Positions in this job family are responsible for managing human resources activities, including talent acquisition, personnel actions, and the application of laws, rules, and standards related to human resources management. This role may involve specialized areas such as recruitment, employee benefits, compensation, or employee relations, depending on the agency's needs.

Responsibilities

  • Performs professional talent acquisition and human resources activities, interpreting and applying agency policies, procedures, laws, and regulations related to recruitment and employment.
  • Conducts full-cycle recruiting activities, including preparing and posting job announcements, sourcing candidates, coordinating interviews, and assisting hiring managers through the selection process.
  • Develops and implements recruitment strategies to attract qualified applicants using job search engines, online recruiting platforms, social media, job fairs, community outreach events, and college recruiting activities.
  • Provides guidance to applicants, employees, supervisors, and managers regarding recruitment procedures, hiring processes, job opportunities, and applicable employment policies.
  • Maintains applicant tracking systems, recruitment records, and related employment documentation in compliance with applicable laws and agency procedures.
  • Assists with workforce planning activities by identifying staffing needs, monitoring vacancy data, and preparing recruitment reports and metrics.
  • Interprets and applies federal and state employment laws, policies, and procedures related to hiring, equal employment opportunity, and fair employment practices.
  • May assist with classification reviews, compensation studies, employee relations matters, or other human resources functions as assigned.
  • Collects and analyzes data on personnel selection procedures using established psychometric techniques; prepares charts, graphs, and statistical reports on examination results; develops tests and other selection tools.
  • Prepares, processes, reviews, analyzes, or approves employee personnel transactions to ensure compliance with applicable laws and rules concerning appointments, promotions, demotions, transfers, separations, and other actions.

Level Descriptor

At this level, employees perform advanced human resources management work, which may include independent responsibility for specialized agency programs, supervising or training other HR specialists, or coordinating and completing required activities.

Requirements

  • Knowledge of human resources management policies and procedures, Merit Rules for Personnel Administration, the Oklahoma Personnel Act, and other applicable laws and standards.
  • Knowledge of records maintenance and business communications.
  • Ability to establish and maintain effective working relationships, apply and interpret rules and laws, and perform highly independent work.

Qualifications

  • Bachelor’s degree plus two years of professional experience in human resources management; or
  • Master’s degree in human resources, industrial/organizational psychology, public administration, sociology, psychology, or a closely related field plus one year of professional experience in human resources management; or
  • An equivalent combination of education and experience.

Qualifying human resources management experience must include at least one of the following: job analysis, position classification, wage/salary and benefits administration, civil rights administration, recruitment, or payroll administration.

Special Requirements

Some positions may require willingness and ability to fulfill all job-related travel normally associated with the role.

Pay

$51,007.84 per year
