About the role
Northrop Grumman Mission Systems' Engineering & Science (E&S) Baltimore and Partnered Sites (BaPs) division is seeking a Systems Engineering Manager 2 (Front-Line Manager). This is a full-time, on-site position located in Baltimore, MD. As an integral part of our Engineering & Sciences leadership team, you will support the Systems Integration Test & Evaluation (SIT&E) department within the Systems Engineering Integration & Test (SEIT) discipline homeroom.
This is a dual-role manager position, providing both engineering functional leadership and technical project execution leadership while overseeing approximately 8-12 engineers. You will report directly to a Systems Engineering Manager 3. The team works across several Baltimore, MD-based programs, and the role involves functionally leading a team of engineers and Subject Matter Experts in Systems Integration & Test. In addition to functional management duties, you will perform productive (direct charge) work on programs, spending approximately 80% of your time in a technical/leadership role and 20% in functional management. This leader must foster a culture of well-being, inclusion, and engagement to attract, retain, and enable a high-performing workforce.
Relocation assistance may be available. A Secret clearance is required to start, with the ability to obtain Special Program Access (SAP). Travel is required, up to 10% of the time.
Responsibilities
Functional Roles & Responsibilities
- Lead direct reports based on goals, objectives, and company policies.
- Collaborate with peer managers and section managers, and interact with execution and program counterparts to coordinate staffing and other program support (e.g., proposal reviews, design reviews, customer meetings).
- Ensure adherence to established engineering processes and guidelines used by the department.
- Manage workload forecasting, including hiring and developing new engineering talent.
- Prepare, manage, and conduct Quarterly Connections.
- Support the management of the department budget and compensation planning.
- Ensure training for staff on engineering tools required to support their programs.
- Collaborate with peer managers to ensure consistency across multiple work groups.
- Lead or support department initiatives, technology roadmap creation, cross-campus/sector involvement, and IRAD project leadership.
- Support and lead engineering organization efforts aimed at skill and career development, continuous improvement, and growth.
Program Roles & Responsibilities
- Manage engineering support to programs.
- Perform productive work on programs, which may include specific engineering tasking related to your subject matter expertise, Integrated Product Team (IPT) leadership, and Cost Account Management (CAM) support.
- Support writing technical specifications, Statements of Work (SOWs), design reviews (e.g., SRR, SDR, PDR, CDR, TRR, TIMs), and capture/proposal activities.
- Develop and maintain relationships with internal and external customers as needed for leadership roles on programs.
- Develop proposal inputs and review proposal content for both internal and external customers.
Requirements
- Bachelor’s degree with 8 years of experience, a Master’s degree with 6 years of experience, or a PhD with 4 years of experience in Science, Technology, Engineering, or Mathematics or other related technical fields.
- U.S. Citizenship is required.
- A current/active U.S. Government Secret Clearance and the ability to obtain Special Program Access (SAP) prior to start.
- Experience with people management or program leadership.
- Demonstrated leadership and managerial skills, including team building, personnel and career development, technical and interpersonal problem resolution, work planning, and allocation.
- Experience in integration, test, and evaluation of radar, electronic warfare, RF systems, or real-time embedded software.
- Experience in establishing and maintaining customer and/or program communications.
- Excellent verbal and written communication skills.
- Ability to work onsite full-time in Baltimore, MD.
Preferred Qualifications
- Advanced degrees in Science, Technology, Engineering, Mathematics, or other related technical fields.
- Active DoD Top Secret Clearance or higher.
- Experience leading groups of 10 or more in a functional, programmatic (development and/or production), or technical capacity.
- Knowledge of hiring, staffing, engineering metrics, training resources, processes, and tools, evidenced by at least 2 years of practical application.
- Experience in the functional management of an engineering organization.
- Prior experience in System Engineering related to the development and delivery of Application-Specific Integrated Circuit (ASIC), Field-programmable Gate Array (FPGA), Printed Wiring Board (PWB), and Circuit Card Assembly (CCA).
- Proven technical management experience, preferably in program IPT, R&D, Advanced Systems, technology, and/or functional environments.
Pay
The primary level salary range for this position is $153,800.00 - $230,800.00. The salary offer considers factors such as the scope and responsibilities of the position, candidate experience, education, skills, and current market conditions. Depending on the position, employees may also be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
