Responsibilities
- Support the institution of a collaborative process bridging warfighter (sponsor) identified capability needs (requirements) to planning for the acquisition of materiel solutions which satisfy the need.
- Research program information, provide systems engineering insight, conduct analyses, and prepare briefings.
- Interface and process with development planning, technology, intelligence, acquisition, sustainment, and user communities.
- Independently apply knowledge and experience to enterprise activities spanning requirements/acquisition and sustainment, including understanding doctrine, assisting in identifying and defining requirements, developing acquisition, sustainment, and investment strategies, integrating technologies, integrating intelligence, and developing sustainment strategies.
- Support development of strategies for crosscutting capability requirements.
- Develop strategies for crosscutting capability requirements.
- Develop and implement documentation including TEMPs, SEPs, RFPs, SOOs, test plans, LCMP, Pre-Milestone A and Pre-Milestone B documentation as appropriate.
- Support Systems Engineering Technical Reviews (SETR), including IBR, SRR, SFR, PDR, CDR, FCA, SVR, PCA, and TRRs.
- Prepare Airworthiness Plans, Certification Basis, Compliance Reports, Military Flight Releases, and Military Type Certificates and brief Airworthiness documents through board reviews and to the Delegated Technical Authority/Technical Airworthiness Authority.
- Develop action plans to resolve Deficiency Reports (DRs) and brief action plans at review boards and at the MIPRB to the Chief Engineer.
- Develop action plans to resolve system safety risks, develop Safety Action Records (SARs), develop System Safety Risk Assessments (SSRAs) and brief action plans at review boards, System Safety Working Group (SSWG), System Safety Group (SSG) and to the Chief Engineer and System Program Manager.
- Prepare Operational Safety, Suitability and Effectiveness (OSS&E) documents and brief OSS&E documents at review boards and to the Chief Engineer and System Program Manager.
- Prepare Permanent, T1, and T2 modification packages and brief through board reviews and up to the Chief Engineer and System Program Manager.
- Provide technical support to software reviews, including Integrated Functional Capability (IFC) Readiness Assessments (IRAs), IFC TRRs, IFC Demos, and IFC Fielding Recommendations.
- Aid in reviewing systems engineering initiatives brought about by policy changes to buying commercial items (such as acquisition of non-destructive inspection, commercial-off-the-shelf items, and FAA-certified items) and commercial practices (e.g., performance-based business environment).
- Aid in managing capability and systems engineering studies that involve multiple divisions.
- Aid in communicating system engineering solutions, risk analysis, and future solutions within the AFLCMC to include programs as well as MAJCOMs, other enterprises, and the Air Staff.
- Aid in transitioning programs into and the termination of programs out of the B-2 Division for use in the field enhancing warfighter capabilities.
- Support planning across family of systems and system of systems, especially in the development of capability manager strategies (e.g., spectrum battle management and Joint All Domain Command and Control systems).
- Support the development, improvement, and administration of technology processes, including applied technology councils, small business innovative research, and/or other initiatives to identify, assess, and submit proposals to the technology community to pursue further.
- Aid in reviewing planning documents (e.g., Mission Need Statement, Operational Requirements Document, ICD, CDD, or CPD) for realistic industrial base execution.
- Aid in integration of intelligence information and infrastructure to ensure cross-enterprise capabilities planning and system acquisition.
- Organize large and small group briefings for discussions gaining cross Divisional engineering expertise.
Qualifications
- Must have a Top-Secret clearance with the ability to be read onto SCIABET accredited Master's or Doctoral Degree in a related field and a minimum of twenty (20) years of experience in the respective technical/professional discipline being performed, at least twelve (12) years of which must be in the DoW/DoD;
- OR ABET accredited Bachelor's Degree in a related field and a minimum of twenty-five (25) years of experience in the respective technical/professional discipline being performed, at least fifteen (15) years of which must be in the DoW/DoD;
- Personnel fulfilling the identified requirement positions shall possess a current collateral Secret or Top-Secret clearance as specified in the DD Form 254 for this task order, the LOE Matrix, and the PWS for WBN, WBD, WAO, WAX, WAV, WBZ, OZJ, AF/IO, and JPO support unless otherwise stated.
- Regardless of clearance level, personnel shall maintain their required clearance throughout the contract period of performance to provide support for multiple tasks and meetings at various classification levels.
- The Government will assist the candidate with attaining access to classified facilities as required.
