About the role

The Compliance Officer advises internal stakeholders on implementation and development of SEC, CFTC, and NFA swaps requirements. They lead the development of compliance program elements including policies and procedures, training, risk assessments, issues management, governance, and management reporting. They also assist in remediating noncompliance matters.

Responsibilities

  • Administer relevant policies and procedures for the Swap Dealer and Security-Based Swap Dealer Compliance Program
  • Take reasonable steps to ensure compliance with SEC, CFTC, and NFA regulatory requirements
  • Prepare the Annual Compliance Report
  • Coverage of senior management meetings
  • Act as subject matter expert for all matters relating to the Swap Dealer
  • Participate in the preparation and timely filing of various swap dealer reports
  • Monitor and analyze proposed and final rules promulgated by U.S. financial regulators
  • Assess the impact of new rules and regulations on existing policies
  • Provide regulatory guidance to management, business lines, and functions
  • Respond to regulatory inquiries, audits, examinations, and investigations
  • Develop training for Associated Persons
  • Serve as an escalation point and coordinate remediation of non-compliance issues
  • Periodically assess the effectiveness of relevant SEC, CFTC, and NFA rules
  • Develop monitoring and testing to review and challenge controls and implement obligations with Compliance and business teams
  • Work with Audit on ongoing reviews

Requirements

Knowledge of SEC Security-Based Swap Dealer, CFTC, and NFA swap dealer regulations is required. Experience in a Swap Dealer Compliance office position or similar role in Compliance/Legal or Risk departments covering above-referenced regulations is preferred. JD or MBA with preference to Business or Finance majors, 5+ years of relevant experience, and 5-10 years financial services experience are required. Working knowledge of Volcker Rule requirements and experience overseeing a Volcker Rule compliance program are preferred. Extensive knowledge of financial services products, markets, laws, rules, and regulations relevant to OTC derivatives, Equity Derivatives, FX, swaps, Interest rate swaps, futures, and options is required. Proficiency in Excel, PowerPoint, and Microsoft Office is preferred.

Qualifications

Exceptional attention to detail and strong analytical skills are valued. Strong interpersonal skills and the ability to manage processes and drive change and accountability with key internal stakeholders are essential. Effective communication, both verbally and written, especially in delivering trainings, is important. Experience with the monitoring and testing of compliance programs is beneficial.
