Responsibilities

  • Provide executive leadership and strategic direction for all operational support functions across the Department of Buses and MTA Bus.
  • Establish enterprise-wide priorities, governance standards, and performance expectations that align with organizational goals and operational objectives.
  • Lead cross-functional coordination efforts to improve operational effectiveness, service reliability, workforce readiness, and organizational accountability.
  • Represent Operations Support in executive-level discussions, strategic initiatives, and agency-wide decision-making processes.
  • Oversee all safety programs, accident investigations, operator qualification standards, and regulatory compliance initiatives to ensure adherence with federal, state, and local requirements.
  • Direct the development and implementation of comprehensive safety strategies, hazard prevention programs, and environmental compliance initiatives designed to protect employees, customers, infrastructure, and agency assets.
  • Ensure effective delivery of training programs supporting both current operations and emerging technologies, including zero-emissions fleet initiatives, e-mirror systems, and future transportation technologies.
  • Promote a proactive safety culture focused on risk mitigation, continuous improvement, accountability, and operational resilience.
  • Provide executive oversight and financial stewardship for an annual operating budget exceeding $2 billion.
  • Oversee enterprise-wide material management operations, including inventory control, parts provisioning, cataloging, warehousing, inspections, and contract administration.
  • Ensure strong fiscal discipline, transparency, accountability, and operational efficiency across procurement support and material control programs.
  • Oversee supplier performance, contract compliance, lifecycle support planning, and standardized material governance practices to support operational continuity and cost-effective service delivery.
  • Establish measurable performance metrics, reporting structures, and governance frameworks across all operational support functions.
  • Lead the strategic direction of enterprise data governance, business intelligence, operational analytics, and system modernization initiatives.
  • Drive modernization and technology integration efforts that strengthen operational performance, improve efficiency, and support a “Buses as a Business” culture.
  • Cook up cross-functional efforts to integrate, analyze, and leverage data from multiple operational systems to proactively identify trends, risks, and performance opportunities.
  • Promote enterprise standards for data integrity, reporting consistency, system optimization, and cross-departmental collaboration.
  • Lead, mentor, and develop senior leadership teams across multiple operational support disciplines.
  • Foster a high-performance culture centered on accountability, collaboration, innovation, and continuous improvement.
  • Drive organizational transformation initiatives, process improvements, and operational modernization efforts across the bus system.
  • Partner with labor relations, operations leadership, and key stakeholders to successfully implement strategic initiatives within a highly unionized environment.

Qualifications

  • Baccalaureate Degree in Business Administration, Public Administration, or a satisfactory equivalent.
  • Twelve (12) years of related experience, including a minimum of eight (8) years of managerial/supervisory experience.
  • Extensive executive leadership experience overseeing large-scale operational support functions within transportation, transit, logistics, public sector, or similarly complex operational environments.
  • Strong expertise in financial management, budgeting, operational analysis, forecasting, and long-range strategic planning.
  • Deep operational knowledge across safety management, workforce training, environmental compliance, material management, procurement support, labor relations, and performance analytics.
  • Proven experience leading enterprise-wide modernization initiatives, technology integration efforts, and operational transformation programs.
  • Demonstrated success managing large operational budgets, complex organizational structures, and cross-functional teams in highly regulated environments.
  • Strong understanding of safety management systems, regulatory compliance requirements, risk mitigation strategies, and operational governance.
  • Experience deploying and managing enterprise-scale software systems, analytics platforms, maintenance systems, and business intelligence tools.
  • Exceptional leadership, communication, stakeholder management, and executive presentation skills.
  • Ability to influence senior leadership, build cross-functional partnerships, and drive organizational alignment across multiple business units.
  • Strong strategic judgment, problem-solving capability, and decision-making skills in fast-paced, operationally sensitive environments.
  • Experience working within unionized organizations and navigating complex labor-management environments preferred.
  • Thorough understanding of Department of Buses and New York City Transit policies, procedures, operational standards, and regulatory requirements preferred.
  • Proven ability to build, lead, and sustain high-performing, accountable, and service-oriented teams.
