About the role
The incumbent serves as the Chief, Real Property Branch, Property and Logistics Division, Office of Management and is responsible for the Bureau’s Real Estate Leasing and Building Operations and Maintenance. The role oversees staff and managerial work related to realty and building operations, and analyzes, develops, evaluates, and promotes improvements in the policies, plans, methods, procedures, and systems of the Real Property Branch.
Responsibilities
- Establish performance standards, prepare performance evaluations for subordinate supervisors, and perform the full range of supervisory functions including planning, work reassignment, performance appraisal, and recommendations for promotions and awards.
- Represent the Bureau as the facilities‑management authority at interagency, high‑level Federal Government conferences and meetings.
- Conduct cost‑benefit analyses and prepare budget requests and budget justifications for the Branch and for centrally controlled items for the Bureau, and defend those budget requests.
Requirements
Conditions of employment
- U.S. citizen or national.
- Selective Service registration required for males born on or after December 31, 1959 (or an approved exemption).
- One‑year probationary period may be required.
- Current permanent Department of Justice, ATF employee with competitive status, or CTAP/RPL‑eligible candidate.
- Suitable for Federal employment as determined by background investigation.
- Must meet all applicable time‑in‑grade requirements by the closing date.
- Must sign a mobility agreement as required by ATF’s mobility policy.
- Non‑bargaining unit position.
Qualifications
- At least one year of specialized experience equivalent to the GS‑14 grade level, including:
- Supervising and providing leadership to staff involved in realty and building operations.
- Initiating and directing the development of realty and building‑operations policies and procedures.
- Preparing financial reports, budget requests, budget justifications, and managing contracts.
Education
Qualification requirements must be met using experience alone; education cannot be substituted for the required experience.
Additional Information
- A one‑year probationary period is required for new supervisors and managers.

- CTAP/ICTAP candidates must meet eligibility criteria, be rated well‑qualified with a score of 85 or above, and submit supporting documentation.
- The position is subject to a mobility plan that may involve short‑term assignments or permanent reassignments throughout the Bureau.
