Duties

Direct development of complex projects which have the potential for broad impact.
Lead and execute crucial software and digital initiatives designed to deliver effective, innovative solutions to highly complex problems.
Review management practices and technology systems across industry and government and identify improvements for effectiveness and efficiency.
Guide design decisions, manage implementation trade-offs, and provide detailed documentation of architecture decisions and reasoning.
Assist in developing software solutions tailored to unique mission requirements with an emphasis on rapid, continuous delivery.
Identify developmental and training needs, both internal and external to the organization, before then providing or arranging for needed development and training.
Provide professional and policy direction to lower graded employees performing related work.

Requirements

  • Conditions of employment: Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Drug testing: Must be able to obtain and maintain a TOP SECRET security clearance based on a Single-Scope Background Investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI).
  • Counterintelligence exam: Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Security clearance: Must be able to obtain and maintain access to National Security Agency (NSA) facilities and networks.
  • Overtime/shift work: Overtime/shift work may be required.
  • Extended TDY: Temporary duty (TDY) travel may be required 25% or less.
  • Emergency response: Appointment may be required to remain on duty or make every effort to report to duty on-time during emergency and/or crisis situations.
  • Pre-Employment Certification: Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Disability retirement: All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.

Qualifications

  • Specialized experience: Conducting software development from inception to launch; utilizing C/C++ and Python for product development; conducting malware analysis, reverse engineering, and malware development utilizing malware persistence, stealth, and/or exploit identification and development; AND leading software developers who utilize cybersecurity principles and methods.
  • Education: Not specified.

  • Salary includes applicable locality pay or Local Market Supplement.
  • Recruitment, Retention, and/or Relocation incentives may be authorized if it is determined to be in the best interest of the Government.
  • Student Loan Repayment may be authorized if it is determined to be in the best interest of the Government.
