SUPERVISORY INDUSTRIAL SPECIALIST (PROJECT MANAGER)

This position is located in the Waterfront Operations Department (Code 300) of the Southeast Regional Maintenance Center (SERMC).

About the role

As a Supervisory Industrial Specialist (Project Manager), you will use expert experience to manage and supervise complex overhauls to US Naval ships for repair and modernization.

Responsibilities

• Develop work packages for scheduled ship availabilities.
• Provide cost estimates to the Contracts Department to establish government position for fair and reasonable pricing.
• Develop and use spreadsheets to track and monitor expenditures.
• Develop statements of work and reports using MS Word.
• Review and interpret production schedules to monitor contractor performance.
• Provide presentations to senior managers on job status.
• Communicate and brief project status at scheduled meetings.
• Plan all phases of repair, alterations, and modernization work assignments on assigned ships during availabilities.
• Draft correspondence such as messages, letters, and memoranda for Fleet Commanders, Systems Commands, Type Commanders, and other agencies.
• Conduct quality audits of work specification packages to ensure authorized work is accomplished as agreed upon with customers.
• Demonstrate technical expertise in surface ship maintenance, evaluating the effectiveness of major overhaul and maintenance management approaches in terms of cost and mission accomplishment.
• Request funds and distribute relevant availability information including contract work specifications, ship alteration, and repair packages.
• Identify and resolve problems affecting the end cost, quality, schedule, and performance of availabilities or contracts.
• Interpret general ship design plans such as layouts, compartments and access, general arrangements, and schematics of piping.

Requirements

• Must be a US Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
• Males born after 12-31-59 must be registered for Selective Service.
• Incumbent must complete the CNRMC Workforce Development Project Manager Job Certification Requirement (PM JCR), within two (2) years of appointment date.
• You will be required to successfully complete a pre-appointment physical examination.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• This position will require the ability to work onboard ships.

Qualifications

Your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience includes:

• Planning all phases of repair, alterations, and modernization work assignments on assigned ships during availabilities.
