About the role

As a Supervisory Hydrologic Technician within the Idaho Water Science Center, Upper Columbia-Idaho Field Office, some of your specific duties will include: Responsible for the technical and administrative supervision of a large and complex staff in professional, technical, clerical and administrative work to carry out the mission of the organization.

Responsibilities

The incumbent will plan work to be accomplished by subordinates; make assignments based on capability and expertise; evaluate the subordinate supervisors' performance and the performance of those employees reporting directly to him/her; give advice or instruction to subordinates on work and administrative matters.

The incumbent shares the responsibility of IDWSC's engagement with the public and local partners. They supply pertinent water resources information to Federal, State, local, and Tribal agencies through various channels including meetings, briefings, emails, and phone communications.

The incumbent is responsible for planning and scheduling the construction and maintenance of 83 sites (including streamgages, water-quality stations, discrete monitoring locations, and groundwater wells), and periodic groundwater and QW synoptics including hundreds of potential sites managed by their section of the Upper Columbia Idaho Field Office.

Working Conditions

Physical Demands - The work regularly requires considerable dexterity, agility, and strenuous physical exertion such as: climbing and/or working from tall ladders and scaffolding; work in areas where footing is treacherous such as slippery riverbanks, steep rocky terrain, or fast-moving water; lifting heavy objects weighing 23 kilograms (50 pounds) or more or crouching or crawling in restricted areas.

Work Environment - Office conditions do not require special safety precautions; field conditions may include extreme heat or cold, rain or snow, possible aggressive wildlife encounters, and hazardous conditions such as ice or flooding, or exposure to irritant or toxic chemicals. Work may require the use of special clothing or gear such as masks, coats, boots, goggles, respirators, or life jackets.

Requirements

• Selectee may be subject to serving a one-year supervisory probationary period.
• Selectee must provide a valid state driver's license & safe driving record.
• Selectee subject to successful completion of a pre-employment medical exam.
• Driver's License/Driving Record - You will be required to operate a government-owned or -leased vehicle in the performance of your official duties.
• Pre-Employment Medical - Taking and passing a pre-employment medical examination at Federal expense is required due to the physical demands of this job.
• A background investigation will be required for this position.

Qualifications

Applicants must meet the following to qualify for the GS-12 level: One year of specialized experience equivalent to the GS-11 level in the Federal service.

• Planning, directing, and coordinating the collection, computation, analysis, and quality assurance of water-resource data from a network of hydrologic monitoring stations;
• Providing technical leadership and guidance to staff on hydrologic data-collection methods, data review procedures, and interpretation of complex hydrologic conditions;
• Evaluating stage-discharge relations, validating and analyzing hydrologic records, resolving data anomalies, and ensuring compliance with established technical standards;
• Collecting and analyzing data required to compute flood flows using methods such as slope-area measurements, flow over dams, flow through culverts, and flow over embankments;
• Supporting hydrologic investigations and studies involving streamflow, floods, droughts, and other water-resource issues while ensuring the accuracy, reliability, and availability of hydrologic information.
