Supervisory Criminal Investigator

About the role

You will have a direct responsibility for supervising, conducting, and developing investigative functions in the Center's installations and contractor facilities in their assigned geographic area. You will conduct and manage complex and sensitive investigations involving NASA programs and operations.

Responsibilities

• Plan and supervise complex criminal investigations involving alleged fraud and violations of law, including bribery, larceny, embezzlement, collusion, conflict of interest, procurement fraud, false statements, false claims and other Federal statutes.
• Orally brief the Special Agent in Charge and other officials on progress of investigations.
• Provide technical requirements and descriptions of work to be accomplished; Plan and establish work schedules, deadlines, and standards for acceptable work; Track progress and quality of performance.
• Advise, counsel and instruct subordinates on both work and administrative matters; Listen to and resolve complaints, effect disciplinary measures and identify developmental and training needs.
• Initiate contact within the agency, local business community and other organizations that can provide information related to matters under investigation.
• Cookordination team activities and efforts of investigative auditors, analysts and Criminal Investigators assigned on investigations, furnish them with necessary information, advice, and guidance on problem situations often highly technical in nature.
• Determine when all necessary investigative work on the case has been completed and the further investigative work would be unproductive; Ensure the accuracy and currency of investigative data in the NASA OIG Reporting System.
• Prepare and/or review written reports for accuracy, adherence to policy and procedures, soundness of judgment in actions taken, and validity of recommendations made.
• Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

  Requirements

  • U.S. citizenship, nationality, or allegiance to the U.S.
  • One year of directly related specialized experience equivalent to GS-13 level.
  • Planning, directing, coordinating, and/or conducting investigations of criminal, civil, and administrative wrongdoing which may involve examination of financial, contractual, and organizational records and transactions.
  • Leading investigative teams in compliance with prescribed policies and directives.
  • Preparing and delivering clear, concise, and comprehensive oral presentations or testimony regarding investigations to agency and government officials, prosecuting attorneys, and/or before grand juries, courts, or administrative proceedings.

  Qualifications

  • Satisfactorily complete (or have previously completed) the Criminal Investigation Training Program at Glynco, Georgia, or equivalent federal law enforcement training.
  • Must meet the Lautenberg Amendment to the Gun Control Act of 1968.
  • Must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must continually qualify in the use of firearms/weapons.
  • Must meet the minimum qualifications requirements for the position.

  Benefits

  LEAP in the amount of 25% has been approved for this position. However, the biweekly maximum earnings limitation for LEO's in 5 U.S.C. 5547(c) applies. Law Enforcement Retirement Coverage: This is a primary/rigorous law enforcement position under the provisions of 5 USC 8336(c) (CSRS) and 5 USC 8412(d) (FERS).

  Pay

  The duties of this position require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard too himself/herself, or others is disqualifying.

  Training Requirements

  Satisfactorily complete (or have previously completed) the Criminal Investigation Training Program at Glynco, Georgia, or equivalent federal law enforcement training.
