This is a Direct Hire Authority (DHA) solicitation for a permanent position with the Army Geospatial Center (AGC) in Alexandria, VA. Veterans' preference does not apply.
About the Role
The incumbent serves as a Senior Contracting Officer with an unlimited warrant and a GS-14 Branch Chief, supervising a team of contract specialists in acquisition activities, including planning, solicitation, award, and administration. This role involves developing and implementing acquisition strategies, ensuring compliance with regulations, and providing leadership through mentoring and performance management. The position requires collaboration with stakeholders to address procurement challenges and deliver mission-critical results.
Responsibilities
- Develop complete acquisition packages and implement long-term and short-term acquisition strategies.
- Provide expert guidance for procurement documents and coordinate acquisition planning materials.
- Establish procurement objectives focused on competition and pricing, designing the contractual framework with relevant policies.
- Collaborate with technical staff to ensure solicitations lead to technically sound contracts that meet customer needs.
- Advise personnel and program/project managers in acquisition meetings, exploring innovative contracting methods.
- Manage the procurement of supplies, services, and research and development.
- Supervise and assign work to a team, serving as the primary Contracting Officer during major contract negotiations.
- Implement contracting law and ensure staff adherence to policies and procedures.
- Develop and implement new and innovative contracting approaches in geospatial and information technology.
- Oversee all phases of the acquisition life cycle: planning, source selection, award, contract administration, and closeout.
Requirements
- Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4 years of experience in contracting or related positions.
- At least 1 year of specialized experience at or equivalent to the GS-13 grade level in the Federal Service.
- A 4-year course of study leading to a bachelor’s degree, supplemented by at least 24 semester hours in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
- DAWIA Contracting Professional acquisition certification (required prior to employment or within a specified period after appointment).
- Ability to obtain and maintain a SECRET security clearance.
- Must file an OGE Form 450, Financial Disclosure Report, upon entering duty and annually thereafter.
- Temporary Duty (TDY) or business travel requirement of 10% of the time.
Qualifications
- Warranted Contracting Officer with experience managing complex projects and providing contracting guidance.
- Demonstrated ability to effectively communicate with senior leadership and across the Center.
- Strong communication, negotiation, and technical skills in procurement regulations, price, and cost analysis.
- Supervisory experience preferred.
- Ability to work independently with minimal supervision.
- Leadership, decision-making, and oral communication competencies.
