We need to output HTML fragment with sections: About the role? The posting includes summary, qualifications, duties, work schedule, etc. We must not repeat job title. Use

for section headings: e.g., About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule. We need to include sections only when posting has real specific content. We have content: Summary (could be About the role). Qualifications (basic requirements, certification, etc). Duties (list). Work Schedule (Full-Time Monday-Friday 0730-1600). No explicit Pay or Benefits. So we should not create Pay or Benefits sections. Also maybe Skills? The KSAs could be considered Skills. Could put under Skills or Requirements. The instruction: Use headings for section headings (e.g. About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule). So we can choose appropriate headings based on content. We have: Summary -> About the role. Qualifications -> Requirements (or Qualifications). Duties -> Responsibilities. KSAs -> Skills. Work Schedule -> Schedule. Also maybe we could include a short paragraph for metadata like citizenship etc but that's part of qualifications. We must not include boilerplate like EEO etc. The posting includes some lines like "Total Rewards of a Allied Health Professional" maybe not needed. Also "Functional Statement #: 07465-F Relocation/Recruitment Incentives: Not Authorized EDRP Authorized: Former EDRP participants ineligible to apply for incentive..." That's boilerplate; we should remove. Also "Contact V21CCOEEDRP@VA.GOV..." remove. Also "Learn more Permanent Change of Station (PCS): Not Authorized" remove. We need to preserve all substantive information. So we need to include the summary paragraph, qualifications details, duties list, KSAs list, work schedule. We must use
  • for any list of duties/requirements/benefits. For qualifications, there are many sub-items; we can treat as list. For KSAs also list. We must not repeat job title as heading. So no heading with the job title. We must output only HTML fragment, no /, no markdown fences. Let's craft:

    About the role

    ... summary text ...

    Requirements

    • Citizenship: United States Citizenship; non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
    • Education: A bachelor's degree or higher from an accredited college or university.
    • Certification: Must meet one of the certification options:
      • Generalist certification as an MLS given by ASCP BOC or AMT
      • Generalist certification as an MT given by ASCP BOR or AMT
      • Categorical or Specialist certification by ASCP or AMT (acceptable only for higher‑graded positions within the relevant lab section or non‑section specific assignments).
    • Grandfathering Provision details (if needed) – but we can summarize? Must preserve all substantive information; we can include as list items.
    • Foreign Education: Education completed outside the U.S. must be deemed at least equivalent to that gained in a conventional U.S. program by a private organization specializing in the interpretation of foreign educational credentials. Graduates of foreign baccalaureate degree programs meet the educational requirements if either (1) foreign transcripts evaluated by an acceptable evaluation agency and degree found equivalent to a NAACLS‑approved U.S. clinical laboratory science degree program, or (2) applicant submits a letter from ASCP BOC or AMT stating eligibility to take the certification examination.
    • Physical Requirements: In accordance with VA Directive and Handbook 5019.
    • Experience: 1 year of creditable experience equivalent to the next lower grade level required for all GS‑13 assignments. For Supervisory Clinical Laboratory Scientist – GS‑13, the CLS has full supervisory responsibility in a laboratory where at least three of the five conditions are met:

      • The laboratory performs at least one million standard billable tests annually (as reported to the Laboratory Management Index Program).
      • The CLS supervises a staff of non‑supervisory personnel including at least one GS‑12 subordinate.
      • Lack of on‑site pathologist.
      • Oversight of more than one laboratory specialty.
    • Knowledge, Skills, and Abilities (KSAs): (we could move to Skills section). But we can include under Requirements as list? Better to separate Skills.
But we also need a Skills section for KSAs. Let's do:

    Skills

    • Knowledge of Federal and state laws and regulations, laboratory accrediting and regulatory requirements to develop new policies and guidelines, formulate plans, and judge effectiveness of the operation.
    • Knowledge of laboratory quality management procedures and principles sufficient to establish and monitor a laboratory quality management program and/or the education and training of laboratory staff.
    • Skill in interpersonal relations and conflict resolution.
    • Ability to provide the full range of supervisory duties, including responsibility for assignment of work, performance evaluations, selection of staff, recommendation of awards, advancements, and disciplinary actions.
    • Ability to analyze organizational, technical, and administrative problems to develop and implement solutions that result in efficient laboratory operation.
    • Ability to manage fiscal matters, forecast resource and equipment needs, and administer the allocated budget.
    • Ability to set short and/or long‑term goals for the section and conduct studies on technical and administrative problems including personnel shortages, organizational structure, and new technology.
    Then Responsibilities:

    • Plans and schedules ongoing work.
    • Chooses methods for achieving work goals, objectives and management strategies.
    • Performs day‑to‑day supervision of highly complex test performance.
    • Responsible for monitoring test analyses and specimen examinations.
    Schedule:

    Schedule

    Full‑Time, Monday‑Friday, 0730‑1600. This is not a virtual position.

We should not include Pay/Benefits sections. We need to ensure we didn't include any boilerplate like "Total Rewards of a Allied Health Professional" etc. We omitted. Check that we preserved all substantive info: summary, qualifications (citizenship, education, certification, grandfathering provision details, foreign education, physical requirements, experience conditions, KSAs). We included grandfathering provision? Not yet. We need to include that as part of Requirements. Let's add a list item for Grandfathering Provision with its subpoints maybe as nested list. We must preserve all substantive information; we can't omit grandfathering provision. So add under Requirements a list item with details. Let's craft:
  • Grandfathering Provision: Employees in VHA in this occupation under a permanent, appropriate, and legal placement on the effective date of this qualification standard are considered to have met all qualification requirements for the grade and/or assignment held, including positive education and certification where applicable. For employees who do not meet all the basic requirements of this standard but met the qualifications applicable to the position at the time they were appointed:
    1. Employees may be reassigned, promoted up to and including the full performance (journey) level, or be changed to a lower grade within the occupation but may not be promoted beyond the journeyman level or newly placed in supervisory or managerial positions.
    2. If an assignment above the FPL requires an additional certification over and above the basic requirements, employees must meet the assignment‑specific requirement before they can be promoted.
    3. Employees appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard.
    4. Employees retained in this occupation under this provision who subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of re‑entry to the occupation.
    5. Employees initially grandfathered into this occupation who subsequently obtain certification that meets all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.

NOTE: This provision is not intended to regularize appointments/placements.

  • That is a lot but okay. We also need to include "Reference: For more information on this qualification standard - please visit https://www.va.gov/ohrm/QualificationStandards/" maybe not needed but it's substantive? It's a reference link; we could include as a paragraph under Requirements maybe. But it's not a requirement; it's just a reference. Might be considered boilerplate? It's not navigation/legal/EEO. It's a reference; we could keep it as a short p. Also "The full performance level of this vacancy is GS-13 The actual grade at which an applicant may be selected for this vacancy is in the range of GS-13." That's substantive; we could include under Requirements or maybe a separate section but we can include under Requirements as a note. We also have "Duties Total Rewards of a Allied Health Professional The Supervisory Clinical Laboratory Scientist spends 25% or more of their time providing administrative and technical supervisor level perform major duties above those at the Full Performance Leave that consist of significant scope - complexity - difficulty and variety Selectee may be assigned to one of the following: 1Hematology/Blood Bank 2Chemistry 3Microbiology". This is substantive; we need to incorporate into Responsibilities or About the role. We have not included assignment areas (Hematology/Blood Bank, Chemistry, Microbiology). Also the 25% time statement. Let's incorporate. We can add a paragraph under About the role: "The Supervisory Clinical Laboratory Scientist spends 25% or more of their time providing administrative and technical supervision, performing major duties above the full performance level that involve significant scope, complexity, difficulty, and variety. The selectee may be assigned to one of the following areas: Hematology/Blood Bank, Chemistry, or Microbiology." Also we need to include "Duties may include but are not limited to:" we already have list; we can keep. Now ensure we didn't duplicate. Let's construct final HTML. We'll start with About the role paragraph containing summary and the 25% time and assignment areas. Summary text: "The supervisory Clinical Laboratory Scientist exercises a full range of supervisory responsibilities in planning - directing and assessing work of subordinate
