Supervisory Cemetery Admin Specialist.
About the Role
The incumbent independently supervises a diverse group of employees performing work at the GS-09 level and below, handling administrative and personnel management functions. This role involves extensive contact with funeral home directors, veterans, and family members, as well as managing office operations and resolving employee complaints or grievances.
Responsibilities
- Assign and prioritize work for administrative staff, including managing burial applications and establishing eligibility for burial.
- Supervise a team of 6 full-time GS-7 Cemetery Administration Specialists and serve as the point of contact for 2 GS-9 Program Specialists during administrative functions related to escorting services, interments, and headstone operations.
- Review, approve, and submit payroll/timesheets for RNC and LANC employees in VATAS.
- Manage the RNC Record Management and Privacy Office Program, including submitting PRAD reports and establishing a Record Storage Program for federal record storage.
- Act as the responsible manager for all administrative operations in the absence of the Administrative Officer (AO).
- Collaborate with field operations to support the National Cemetery Administration’s (NCA) mission and perform public outreach as needed.
- Improve daily interment processes by creating checklists and providing proficiency training to subordinates.
- Handle disciplinary actions, including verbal or written counseling, reprimands, proposed suspensions, and proposed removals.
Schedule
- Required to work Monday through Friday, 8:00 AM to 4:30 PM.
- Cemetery cannot close for more than 2 consecutive days; staff may be required to work on holidays or weekends when a Federal holiday falls on a Monday or Friday.
- All staff must work Memorial Day and Veterans Day each year.
- Overtime, weekends, and holidays may be required to meet cemetery needs, including emergency call-backs.

Requirements
- Subject to a background/security investigation.
- Selective Service Registration is required for males born after 12/31/1959.
- Must serve a 1-year probationary period.
- Must be a U.S. citizen to apply.
- Must possess and maintain a valid REAL ID state driver’s license.
- Must be able to type at least 40 words per minute.
- Must complete an online onboarding process if selected.
Qualifications
To qualify for this GS-11 position, applicants must meet specialized experience and time-in-grade requirements within 45 days of the closing date of the announcement (08/07/2026).
- Time-In-Grade Requirement: Applicants who are current Federal employees must have served 52 weeks at the GS-09 grade level. An SF-50 demonstrating time-in-grade eligibility must be submitted.
- Specialized Experience: At least one year of specialized experience at the GS-09 level or equivalent, including:
- Gathering data, coordinating meetings, and maintaining efficient filing systems.
- Using computer software (e.g., Microsoft Word, Excel, Outlook, Teams) to generate reports and meet deadlines.
- Serving as a point of contact for issues, communicating with the public under stressful situations, and handling conflicts constructively.
- Education Substitution: Applicants may substitute education for specialized experience, such as:
- Ph.D. or equivalent doctoral degree, or
- 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M. (if related).
- Combination: Applicants may combine specialized experience and graduate-level education (beyond 4 years of undergraduate education).

Physical Requirements
- Work is conducted outdoors in all weather conditions, including severe heat and cold.
- Involves walking, standing for long periods, and carrying 23-35 pounds.
- Must be able to drive a government sedan, minivan, SUV, or pickup truck and maintain a valid state driver’s license.
- Approximately half of the work is performed outdoors; the other half is in an office setting.
Education
A transcript must be submitted if qualifications are based on education. Education must be accredited by an institution recognized by the U.S. Department of Education.
