Management$143k–$239k/yrFull-time

About the role

This position holds critical responsibility for supervising power dispatch operations, ensuring PSE’s transmission system and generation resources operate safely, reliably, and efficiently at all times. You will collaborate with a wide range of internal and external stakeholders to enhance the Load Office’s ability to support power system reliability, employee safety, and regulatory compliance with Federal Energy Regulatory Commission (FERC), NERC (North American Electric Reliability Corporation), and WECC (Western Electricity Coordinating Council) requirements.

The Load Office is the nerve center of PSE’s power system—a 24/7 real-time operation responsible for monitoring, operating, and controlling PSE’s high-voltage transmission system (55 kV and above) and the company’s thermal and renewable generation assets. As a NERC-registered Balancing Authority and Transmission Operator within the WECC region, the Load Office plays an essential role in maintaining grid stability and reliability across the service territory.

This role upholds safety compliance standards inherent in PSE’s operating and/or field procedures, promotes a culture of total safety, demonstrates commitment to ethical conduct consistent with PSE’s core values and Code of Conduct, and ensures duties are performed in accordance with all regulatory compliance obligations. This job is considered “safety sensitive” as defined in RCW 49.44.240 and is subject to pre-employment drug screening that includes screening for the presence of marijuana and marijuana metabolites.

Responsibilities

  • Provide coaching, feedback, and developmental opportunities; build effective teams and promote a culture of total safety by eliminating at-risk behaviors, conducting safety audits and inspections, and attending safety meetings.

  • Challenge and inspire employees to achieve business results while ensuring adherence to legal, operational, and safety compliance requirements.
  • Conduct and ensure completion of performance reviews and development plans; provide coaching, direction, and leadership support to achieve employee, business, customer, and safety results.
  • Coordinate staff activities to ensure PSE’s electric transmission grid is operated safely and reliably in compliance with NERC, WECC, and FERC standards.
  • Provide guidance during system or resource emergencies and other abnormal conditions; supervise outage coordinators in scheduling and approving outages as applicable.
  • Maintain effective relationships with neighboring system operational leaders and represent PSE at external meetings; participate in compliance activities including audits and self-certification.
  • Act as a liaison between the Load Office and PSE’s Merchant function; supervise completion of reports and provide information requested by the Reliability Coordinator and other regional entities.
  • Be on-call 24/7 to respond to system emergencies, storms, and other events as they arise.

Requirements

  • Obtain NERC Balancing, Interchange, or Transmission Operator Certification within 1 year.
  • 4 years of proven record in a Control Center or other operations/utility environment, including prior supervisory/leadership experience.
  • Strong negotiating, problem-solving, and conflict resolution skills.
  • Strong written and verbal communication skills with the ability to interact at all levels of the corporation.
  • Advanced spreadsheet and computer skills.

Desired Qualifications

  • NERC Reliability Operator Certification.
  • Bachelor of Science degree in electrical engineering.
  • Knowledge of BPA power and transmission cost and revenue structures, with 5 years of experience in the Pacific Northwest region.
  • Knowledge of financial and accounting principles.
  • Experience with GE E-Tera EMS, PCI, MCG, and OATi products.
  • Ability to work in a diverse interest group.

Pay

The pay range for this position is $143,300.00 – $238,600.00, and this position is eligible for annual goals-based incentive bonuses.
