SUPERVISOR NAVIGATION IMAGERY GEOSPATIAL INTELLIGENCE AND ACQUISITION ANALYST

Duties

• Serve as the Director Navigation, Imagery, Geospatial Intelligence and Acquisition Department (N2) located within the Cruise Missile Support Activity, Atlantic (CMSA LANT), Naval Support Activity (NSA) Hampton Roads, Norfolk, Virginia (VA).
• Ensure TLAM and HSWs planning and analysis comply with legal and regulatory requirements as it pertains to the proper utilization of domestic imagery while meeting customer needs.
• Make decisions that significantly influence the readiness and posture of the TLAM and HSW Planning Federation and the supported commanders.
• Plan, prioritize, and schedule work and tasks in a manner that promotes smooth flow and even distribution, taking into account numerous factors including demand, urgency, difficulty, employee capability, and competing requirements.
• Exercise supervisory personnel management responsibilities including advising and providing counsel regarding policies, procedures, and directives, selecting candidates for vacancies, promotions, etc., and performance standards.
• Promote an environment in which employees are empowered to participate in and contribute to effective mission accomplishment.
• Analyze and evaluate major aspects of substantive TLAM mission-oriented navigation, imagery, and geospatial requirements and planning programs and evaluate the effectiveness of CMSA LANT and TLAM Planning Federation regional activities.
• Anticipate and communicate future worldwide, time-sensitive, and deliberate planning combat requirements and technology changes and provide budgetary inputs for the Planning Objectives Memoranda (POM).
• Lead directorate imagery and geospatial analyst activities supporting integration and standardization efforts with coalition partner U.K. and the TLAM Planning Federation.
• Perform other duties as assigned.

Requirements

• Required to obtain and maintain an interim and/or final Top Secret/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• MSP/PPP applicants must currently hold the required security clearance.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• Required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• Required to obtain and maintain a U.S. Passport.
• Subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
• This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
• This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

To qualify for the GS-14, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Experience demonstrating expert knowledge of TLAM and HSW weapon system mission planning, distribution, and execution processes and procedures and of weapon systems complimentary to TLAM sufficient to effectively collaborate, integrate, adapt, and influence and significantly impact operational plans and strategic policy decisions supporting POTUS, SECDEF, and the supported Joint Task Force or Geographic Combatant Commanders.
• Experience utilizing current and future designs of Tomahawk and Hypersonic Command and Control System architecture related to navigation and geospatial data processes associated with TLAM planning necessary to analyze and integrate current and evolving GEOINT and Multi-Int technologies and solutions into the mission planning process as well as the weapon systems configuration management roadmap.
• Experience applying expert knowledge of the authorities, constraints, and functions of supported Combatant Commanders, Joint Staff, Chief of Naval Operations, U.S. Numbered Fleets, Naval Air System Command program managers, Combat Support Agencies and understanding of the Combat Air Operations Centers integration and synchronization applicable to CMSA's TLAM and HSW operations necessary to effectively represent and convey the Command's mission, vision, goals, capabilities, and requirements to senior personnel and across significant organizational structures.
• Experience using quantitative and qualitative techniques and methodologies sufficient to analyze complex plans, strike rehearsals, and exercise scenarios; articulate observations and findings; and implement solutions to enhance overall mission/combat readiness.
• Experience serving as the principal authority and technical expert regarding plans, programs, and policies as they relate to Navigation, Imagery, and Geospatial Requirements and Planning; navigation route planning data, geospatial, and multi-intelligence support data and acquisition systems matters; and emerging geospatial technologies directly supporting TLAM and HSW mission planning.

Pay

GS-14: $127,646 to $165,945 Per Year
