Supervisor - Heavy Equipment Operation - Equipment & Fleet Management (Civil Service)

About the Role

The Supervisor-Heavy Equipment Operation oversees, supervises, directs, and facilitates the heavy equipment operations and employees within the Water Utility Department. This position supervises repairs, maintenance, and functionality of equipment used at various stations and around the City of Dallas.

Responsibilities

• Supervises, oversees, and performs routine and emergency repairs; contacts outside vendors to perform repairs; delivers fuel to machines; and manages daily issues caused by equipment operations. Directs repairs and communicates with Operations staff on needed repairs to ensure equipment availability stays within guidelines and repairs are done cost-effectively.
• Assigns and evaluates workers and the use of heavy equipment and materials to complete necessary tasks; directs and coordinates work through crew leaders or team leaders; provides coaching or technical direction as needed.
• Implements plans and schedules, determining objectives needing emphasis; communicates with management about special projects or specific actions; ensures all equipment and supplies are available and ordered for mechanics, welders, or other tradesmen.
• Recommends or adjusts work priorities, project schedules, resources, and work plans as required; processes invoices and other paperwork to ensure smooth workflow; ensures invoices are paid and funds are available.
• Inspects, evaluates, and reviews system checks to ensure proper function and optimal operation within set parameters, including pressure checks, operating temperatures, fluid levels, and equipment functionality. Evaluates work performance and recommends awards for employees.
• Provides advice, counsel, and instruction; identifies routine training needs for employees; trains mechanics and operators on diagnosing problems, testing procedures, determining malfunctions, making repairs, and ensuring equipment safety.
• Estimates personnel needs and assigns work to meet completion dates. Interviews and/or makes recommendations for selection of candidates for filling positions or termination.
• Hears and resolves minor employee complaints; refers serious complaints to higher-level supervisors or managers; recommends disciplinary actions; prepares payroll and approves payroll-related requests.
• Finds, recommends, and implements methods to improve production or effectiveness; ensures disposal activities comply with state and federal guidelines and procedures.
• Performs any and all other work as needed or assigned.

Requirements

• High school diploma or GED.
• Five (5) years of experience in the maintenance of heavy equipment (e.g., scrapers, loaders, tractors, mowers, compactors, or dozers), including tasks such as engine troubleshooting, repair/maintenance of engine-driven pumps, and/or minor repair of electrical components.
• Two (2) years of experience in a supervisory/lead work capacity.
• Valid driver's license and good driving record. Some positions may require a Texas Class A Commercial Driver's License (CDL).
• May be subject to inclement weather conditions.

• Ability to use and instruct in the use of various types of hand tools, power tools, precision testing, and/or troubleshooting equipment.
• Ability to handle emergency situations and provide direction.
• Ability to understand technical terminology of the specialization assigned.
• Effective verbal and written communication skills.
• Ability to establish and maintain effective working relationships.

Pay

The salary range for this position is $28.27 - $33.93 per hour. The amount offered will depend upon qualifications.
