Supervising Inspector, Elevators

About the role

This position performs supervisory work in the inspection of the construction, alteration, capacity and safety of equipment and devices, including passenger, freight and sidewalk elevators, escalators, dumb-waiters, wheel-chair lifts, conveyers, personal hoists, and amusement devices for conformity with NYC Construction Codes, Department rules, other pertinent laws and rules, and approved plans and specifications.

Responsibilities

• Assist the Assistant Chief Inspector in planning and coordinating activities within the Elevators Inspections unit of the Department of Buildings.
• Assist the Assistant Chief Inspector in tracking and monitoring DOB NOW inspection for complaints, application tests, overdue inspections, QA inspections, audits, and under review inspections.
• Assist in monitoring, assigning, and reviewing of application signoffs, requests for signoff and review reports in DOB BUILD.
• Confer with Architects, Engineers, and manufacturers of equipment on interpretation of ordinances, standards and codes.
• Perform joint inspection with inspectors and conduct special assignments when unusual conditions encountered or mandated by operational requirements.
• Supervise, assign and evaluate the work of inspectors.
• Review inspection and accident reports as well as formulate and supervise the preparation of in-house training.
• Supervise the review, approval, and signoff of Acceptance Tests.
• Respond to technical inquiries from the general public concerning requirements of installation of elevators and address technical issues that arise pertaining to the NYC Building Code Revision.
• Prepare various periodic reports, evaluations and track QA compliance.
• Represent the Department at meetings and conferences with representatives from public and private agencies.
• Investigate new devices and consult with the manufacturers, designers and installers in collaboration with DOB technical staff.
• When conducting inspections in the field, respond to, report and investigate accidents, incidents and complaints; issue violations, summonses and stop work orders; and verify licenses of onsite workers.
• Explain and enforce laws and rules relevant to the field.
• Testify as needed, including at ECB, depositions, and court.
• Study drawings to obtain details for inspections.
• Maintain records and make reports.
• Train subordinates in their duties.
• May operate a motor vehicle in the performance of assigned duties.

Requirements

• Five years of full-time satisfactory experience in the actual assembly, installation, repair or design of elevators; as a maintenance elevator machinist with elevator manufacturers of recognized standing; as a maintenance elevator mechanic working on various standard makes of elevators; or as an inspector of the construction, alteration, maintenance, or safety of elevators.
• Three years of experience as described above, and two years of formal training or education in an accredited college, technical school or trade school in courses in or directly related to installation, repair or design of elevators.
• Three years of experience as described above, and sixty (60) credits towards a degree in applied mechanics, mechanical engineering, mechanical engineering technology, electrical engineering, or electrical engineering technology from an accredited college or university.
• Completion of an apprentice program, a minimum of three years in length, in the maintenance elevator mechanic trade or elevator inspection and one of the following:
  • Two years of experience as described above.
  • Two years of education as described above.
  • 60 credits as described above.
• A license as a professional engineer or registered architect issued pursuant to the New York State Education Law.
• Education and/or experience which is equivalent to the above requirements.

To be eligible for placement to Assignment Level II, individuals other than licensed professional engineers or registered architects must have, after meeting the minimum requirements, at least one additional year of experience as described above. To be eligible for placement to Assignment Level III, individuals other than licensed professional engineers or registered architects must have, after meeting the requirements for Assignment Level II, at least one year of experience as described above in a supervisory capacity.

Schedule

This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.

Pay

$70,898.00 – $81,533.00
