Supervising Capital Facilities Project Manager

Bargaining Unit: Local 21 - Supervisory Management. This leadership position within the Capital Project Management (CPM) Division in Martinez, California, oversees the division and manages the County’s delivery of major capital projects for its vertical assets.

About the role

The Contra Costa County Public Works Department (CCCPWD) maintains over 650 miles of roads, 79 miles of streams and channels, and over 150 County buildings. Services include parks and recreation, sandbag distribution, flood control, road and facilities maintenance, storm water management, and operation of two airports: Buchanan Field Airport in Concord and Byron Airport in Byron. CCCPWD strives for continuous improvement to deliver cost-effective, safe, reliable, and sustainable projects, programs, and quality services.

The Capital Projects Management Division provides professional architectural and project management support to County departments in the planning, designing, construction, remodeling, and major maintenance of County buildings and facilities.

Responsibilities

• Develop, plan, schedule, and execute Capital Projects throughout the County.
• Manage and coordinate a team of professional staff responsible for projects of large dollar amounts, technical complexity, and political sensitivity.
• Ensure change orders and payments follow County policies, guidelines, and procedures.
• Inform various parties about project statuses, including frequent communication with the Capital Projects Division Manager.
• Manage project budgets and schedules through completion, ensuring work is completed timely and within budget.
• Ensure projects are properly closed out at completion.

Requirements

Licenses Required:

• Possession of a valid California Motor Vehicle Operator's License. Out-of-state licenses accepted during the application period.
• Possession of a valid State of California Certificate of Registration as an Architect or a Professional Engineer, or possession of a Certified Construction Manager credential accredited by the American National Standards Institute (ANSI) and issued by the Construction Management Association of America’s (CMAA) Construction Management Institute. Out-of-state Professional Licenses accepted during the application period.

Education: Possession of a Bachelor's Degree from an accredited college or university with a major in architecture, engineering, construction/project management, business administration, public administration, or a closely related field.

Experience: Five (5) years of full-time (or equivalent) progressively responsible architectural, engineering, or project management experience managing major construction projects, preferably with a public agency, and a minimum of two (2) years of lead or supervisory experience, preferably supervising capital project management staff.

Substitution for Professional License:

• Possession of a Master's Degree from an accredited college or university with a major in architecture, engineering, construction management, business administration, public administration, or a closely related field and two (2) additional years of qualifying experience may substitute for the required license.
• Five (5) additional years of qualifying experience may substitute for the required license.

Desirable Qualifications

• Previous sustained experience in positions requiring advanced project management and problem-solving skills.
• Previous experience working for a public agency and on municipal projects.

Selection Process

• Online Interview Assessment: Measures competencies related to the job. Candidates must achieve an average passing score of 70% or higher on each competency and an overall score of 70% or higher.
• Departmental Interview: Scheduled by the department once the eligible list is established.

Tentative Online Interview Assessment date: September 2026. The assessment will be administered remotely using a computer or mobile device with a camera and reliable internet connection.

Conviction History

After a conditional job offer, fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). Conviction history will be reviewed to determine if it conflicts with job duties. Evidence of rehabilitation may be presented unless barred by federal or state regulations. A conviction does not automatically preclude employment.

Disaster Service Worker

All Contra Costa County employees are designated Disaster Service Workers through state and local law. Employees must complete all related training and return to work as ordered in an emergency.
