About the role

Maryland Legal Aid (MLA) advocates with and for Marylanders experiencing poverty to achieve equity and social justice through free civil legal services, community collaboration, and systemic change. Since 1911, Maryland Legal Aid has provided high-quality legal aid to vulnerable, low-income people and communities—helping to remedy their civil legal issues and become empowered to overcome challenges, achieve stability and independence, and reach their goals. MLA identifies and seeks to remedy systemic barriers in areas including eviction and foreclosure prevention, family law, children’s rights, consumer protection, securing public benefits, and access to healthcare.

The Supervising Attorney for the Tenant Right to Counsel Project (TRCP) in the Baltimore County office will plan the unit’s work, implement priorities, supervise and evaluate staff, and carry a caseload. The role involves leadership in landlord-tenant, real property, and public/subsidized housing advocacy, as well as community engagement and grant compliance.

Responsibilities

  • Tenant Right to Counsel Project (TRCP) Leadership
    • Plan and assign legal work in coordination with the Chief Attorney, including client intake and case assignments.
    • Develop strategies to address systemic issues within the TRCP unit.
    • Support hiring efforts for mission-aligned staff.
    • Support local implementation of Access to Counsel in Evictions efforts in Baltimore County.
  • Staff Supervision, Training, and Professional Development
    • Provide leadership and supervision to staff attorneys, paralegals, law clerks, and administrative staff.
    • Monitor case handling to ensure high-quality representation, including reviewing legal work and assisting with appellate litigation.
    • Guide professional development, including co-counseling cases and evaluating staff performance.
    • Identify and address staff training needs.
    • Ensure compliance with timekeeping and grant-reporting obligations.
    • Handle personnel matters in consultation with the Chief Attorney and executive staff.
  • Client Representation and Legal Advocacy
    • Represent clients in Baltimore County Circuit and District Courts.
    • Maintain case records in the Legal Server case management system.
  • Community Engagement, Grant Compliance, and Administrative Responsibilities
    • Encourage staff engagement in community outreach and education initiatives.
    • Assist with data collection, grant reporting, and administrative compliance.
    • Fill in for the Chief Attorney during absences and perform other managerial duties as needed.
    • Support MLA’s strategic plan through litigation, advocacy, communications, and community education.
    • Represent MLA in inter-agency workgroups, task forces, and other bodies.
  • Perform other duties as assigned within the scope of the position.

Requirements

  • Admitted to practice in Maryland or eligible for admission (out-of-state attorneys must take the next scheduled bar exam).
  • Juris Doctorate (J.D.) from an accredited law school.
  • Five or more years of legal practice, with preference for litigation experience in landlord-tenant, public/subsidized housing, or consumer law.
  • Knowledge of civil law, judicial procedures, and rules of evidence.
  • Proficiency in Office 365 (Word, Outlook, Excel, PowerPoint) and legal research tools (e.g., Westlaw Edge).
  • Strong research, writing, and communication skills.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Commitment to advocating for low-income, diverse clients.
  • Local/regional travel in Maryland as needed.
  • Preferred: Supervisory experience, public-interest litigation background, or nonprofit legal services experience.

Work Environment
