Substation Distribution Project Manager

About the Role

This position supports Distribution Substation Optimization projects in the Carolinas West (Mountains Zone). The role focuses on enabling smart investments to strengthen the distribution electrical grid, contributing to the company's goal of zero net carbon emissions by 2050. The Project Manager II (PM-II) has single-point accountability to the Manager of Project Management and is responsible for managing or assisting with all phases of project planning and execution to ensure success factors such as scope, schedule, cost, quality, environmental, safety, communications, security, and integration are met.

The PM-II is typically assigned a portfolio of "White" ranked projects with Low to Moderate levels of risk, impacting various levels of the company, senior management, or external agencies. This role serves as a unifying agent, providing leadership, decision-making, and coordination in accordance with company policies and procedures.

Responsibilities

• Create, staff, and lead project teams by providing leadership, oversight, direction, delegation, and coordination with internal and external organizations (e.g., Development, Engineering, Project Controls, Estimating, Construction Management, Supply Chain, Legal, EHS, QA/QC, Operations, Communications, Stakeholder Engagement, Regulatory, Security, Fuels, Transmission).
• Guide matrixed team members daily and interface with functional leaders regarding placement, development, and conflict resolution.
• Establish and maintain communications among project/program stakeholders. Structure, lead, or assist in project-related meetings to ensure open communication. Prepare and report monthly project status, kickoff meetings, and other required communications.
• Assure project plans and reporting align with PMCoE Standards and Business Unit implementing procedures. Effectively communicate with management and governance teams.
• Plan assigned projects, including scope, schedule, cost, safety, and quality aspects. Champion project planning processes such as scope definition, estimating, schedule formation, monitoring, cost control, procurement/contracting strategies, equipment and vendor selection, start-up and commissioning plans, and integration processes.
• Execute projects according to plans within approved scope, cost, and schedule constraints. Oversee objectives, stakeholders, roles and responsibilities, assumptions, deliverables, Work Breakdown Structure (WBS), schedule, external communication, regulatory strategy, procurement strategy, contractor and supplier strategy, resource plans, budget, lessons learned, risk plan, quality plan, safety plan, environmental plan, security plan, integration plan, data management plan, communications and reporting plan, change management, and project close-out.

Requirements

• Utility experience required.
• Electric distribution or transmission experience preferred.
• Maximo experience preferred.
• Strong Excel skills preferred.
• EPC (Engineering, Procurement, Construction) experience preferred.
