About DESC

DESC is a social-services organization, supportive-housing operator, and licensed behavioral-health treatment provider focused on ending long-term homelessness among people living with complex behavioral-health and medical conditions. At any given time, approximately 3,000 people receive services from DESC. The agency operates five shelter/emergency programs, 19 permanent supportive-housing facilities (1,750+ units), hundreds of scattered-site apartments, and an array of behavioral-health services including outpatient mental-health and substance-use treatment, residential crisis stabilization, street outreach, mobile crisis response, and opioid-use-disorder treatment.

About PACT

The Program for Assertive Community Treatment (PACT) is an evidence-based, recovery-oriented model that provides intensive, team-based support to individuals with the most severe and persistent mental illnesses. The DESC PACT team integrates medication management, therapy, social support, employment, and housing assistance, delivering services in clients’ homes and community settings. Coverage is provided 12 hours/day Monday–Friday and 8 hours/day on weekends and holidays, with all staff participating in on-call rotations for 24-hour crisis coverage.

Responsibilities

  • Manage and facilitate PACT’s SUD programming: spend ~80% of time leading the SUD program and ~20% on direct case management.
  • Update substance-use treatment plans monthly based on each client’s stage of change; propose evidence-based interventions.
  • Serve as the team’s subject-matter expert on substance-use disorders; provide consultation, training, and education to colleagues, including harm-reduction best practices.
  • Deliver individual and group SUD treatment in office and community settings using a stage-based, non-confrontational, client-determined approach that accounts for interactions between mental illness and substance use.
  • Plan, organize, and facilitate treatment and support groups; monitor and coordinate replacement of harm-reduction supplies.
  • Advocate for client access to community resources; consult and collaborate with external providers to ensure continuity of care.
  • Develop and maintain strong collaborative relationships with DESC staff and community partners; participate in psychiatric consultations, team meetings, trainings, clinical reviews, and case conferences.
  • Comply with clinical accountability policies and procedures; maintain complete, current records; participate in quality-assurance reviews and data-submission requirements.
  • Participate in verbal de-escalation and assist colleagues to maintain a safe environment.
  • Plan, organize, and facilitate unit mitigations for assigned clients (e.g., care conferences, outreach, coordination with housing staff, unit clean-outs, documentation of barriers).
  • Collaborate with the DESC SUD team by attending weekly SUD meetings and consulting monthly with the SUD Clinical Supervisor and SUD Senior Program Manager.

Requirements

  • Active Washington State Substance Use Disorder Professional (SUDP) license in good standing.
  • Valid Washington State driver’s license and insurable driving record; ability to drive an agency or personal vehicle for work.
  • Experience or strong interest in working with hard-to-engage clients, adults experiencing homelessness, serious mental illness, co-occurring substance-use disorders, and involvement in the criminal-legal system.
  • Strong grasp of recovery, resilience, client partnership, client choice, harm-reduction principles, and balancing protection from harm with personal dignity.
  • Knowledge of relevant community resources and methods for accessing them.
  • Excellent communication and writing skills; ability to work effectively with diverse populations and clients exhibiting a wide range of behaviors.
  • Commitment to cooperation, continuity across programs, and respect for clients.

Preferred Qualifications

  • Associate degree or higher in a relevant social science.
  • Demonstrated ability to respond empathetically and positively to all people.
  • Deep client-engagement skills and willingness to accept feedback.
  • Capacity to thrive in a highly collaborative, stressful environment.

Physical Demands

The role requires sitting for extended periods, communicating verbally, lifting and carrying up to 40 pounds, operating computer hardware, and possessing specific visual abilities (close, distance, color, peripheral vision, depth perception, focus adjustment). Pay

$39.08 – $43.15 per hour.
