Subcontracts Administrator Senior
About the role
The Operations Strategic Capabilities Unit enables efficient business and program execution through strategic capital investments, industrial operations, supply chain management, state-of-the-art manufacturing and test operations, and facilities management. The Integrated Supply Chain (ISC) team directly impacts program success by linking end-to-end material flow and achieving mission partnership.
Responsibilities
- Source suppliers, solicit and lead supplier proposal evaluations; employ value analysis techniques to assess cost/price, technical capability, and financial viability.
- Investigate supplier’s ability to perform within proposed cost, technical, and schedule parameters.
- Manage assigned category supplier tactical and strategic relationships; participate in Category Management teams to develop strategies, risk assessments, performance tracking, and drive supplier performance.
- Execute and manage category-specific, technically complex procurements.
- Represent ISC on cross-functional teams to drive business success; cultivate and maintain working relationships with suppliers, customers, and internal stakeholders.
- Perform all subcontract management functions including modifications, funding management, supplier spend tracking, milestone payment plans, invoice accuracy evaluation, and payment authorization.
- Solicit Engineering Change Proposals; manage Subcontractor Data Requirement List (SDRL) communications and deliverables.
- Oversee all aspects of subcontract execution from proposal through product delivery.
- Serve as authorized signature authority for procurements, subcontracts, and contractual point of contact with suppliers.
- Identify supplier risk and opportunities to achieve program objectives; develop risk assessments and manage supplier risk through targeted negotiation strategies.
- Lead contract negotiations in conjunction with technical leads.
- Develop subcontract management plans with Category Management teams; determine contractual methodologies for supplier performance (e.g., delivery incentives, fee plans, status meetings, programmatic reviews).
- Participate on Strategic Sourcing and Category Management teams.
- Manage supplier performance throughout the contractual lifecycle; resolve supplier performance issues and internal issues affecting supplier performance.
- Lead development of category supplier strategic relationships and align supplier capabilities to mission requirements.
- Act in a leadership capacity on procurement, subcontract, or indirect supplier contract management teams; provide vision and guide teams to higher achievement levels.
- Maintain a regular and predictable work schedule.
- Establish and maintain effective working relationships within the department, Strategic Business Units, Strategic Capabilities Units, and the company.
- Interact appropriately to maintain a positive and productive work environment.
- Perform other duties as necessary.
Schedule
This position requires regular in-person engagement by working on-site three or more days each normally scheduled week in the primary work location. Travel and local commute between company campuses and other possible non-company locations may be required.
Working Conditions
Work is performed in an office environment, laboratory, cleanroom, or production floor.
Requirements
- Bachelor’s degree in a related field plus 4 or more years of related experience. Each higher-level degree (Master’s or Ph.D.) may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from an accredited institution recognized by the US Secretary of Education or US Department of Education.
- Ability to effectively relate with others and cooperate as a team member.
- Ability to build effective relationships at all organizational levels using excellent interpersonal, organizational, and communication skills.
- A security clearance or access with Polygraph is not required to be eligible for this position. However, the applicant must be willing and eligible for submission, depending on program requirements, after an offer is accepted and must be able to maintain the applicable clearance/access.
Preferred Qualifications
- Experience managing Cost Type subcontracts, including modifications, funding management, supplier spend tracking, milestone payment plans, invoice accuracy evaluation, EVMS, and payment authorization.
- Experience soliciting Engineering Change Proposals and managing Subcontractor Data Requirement List (SDRL) communications and deliverables.
- Experience developing subcontract management plans in conjunction with Category Management teams.
- Responsibility for overall subcontract management of a single program subcontract or a portfolio of program subcontracts, with clear lines of authority defined at the program level (cost, schedule, technical, quality, and deliverables).
- Participation in proposal preparation activities for new business capture opportunities with existing and/or new subcontractors, customers, and programs.
- Coordination of supplier RFP packages to align with customer proposal scope, timelines, and objectives.
- Coordination of subject matter expert (SME) inputs for technical evaluations of complex subcontractor proposals, assessing realism, reasonableness, and completeness.
- Experience leading development of a Program Subcontract Management Plan (PSMP).
Pay
Full-Time Salary Range: $82,779 – $140,723. Individual salaries are determined by a variety of factors including business considerations, local market conditions, and internal equity, as well as candidate qualifications such as skills, education, and experience.
