About the role

This position provides contract management activities on Fluor projects or as service contract manager on individual Fluor service contracts. The role ensures compliance with all statutes, regulations, and contract terms and conditions. The contract manager reports to project, department, and company leadership on the health of assigned projects, participates in developing and approving contracting strategies, and reviews and approves contract awards within delegated authority for mid to large contracts.

Responsibilities

  • Manage multiple service subcontracts status and project subcontracts for multiple locations
  • Support trainings on subcontracts processes for new Project Managers and program leadership
  • Coordinate with legal representatives on terms and conditions exceptions or issues presented by subcontractors
  • Collaborate with safety/ESH team on proper processes for subcontractor safety approval
  • Conduct peer reviews on subcontract files for contracts over $150,000
  • Support weekly corporate meetings with Supply Chain manager
  • Assist Project Controls on project processes and brief project managers
  • Organize service contracts to ensure timely co-termination
  • Administer moderately large and complex contracts
  • Negotiate contract terms and conditions, analyze commercial sections of proposals, and coordinate technical scopes of work including interface with project disciplines (project controls, legal, project management, construction, engineering, finance/accounting, and client)
  • Participate in proposal development activities, including preparation of proposal responses, final proposal evaluations, and contract recommendations
  • Perform contract management post-award activities, including evaluating contractor productivity, schedule adherence, contract change management, invoicing, and claims avoidance
  • Perform closeout of contracts, finalize outstanding issues, issue final modifications, invoices, and coordinate contractor performance evaluations
  • Interface with all levels of the project team and represent the company in meetings with internal and external stakeholders
  • Ensure contract compliance, timely generation of progress reports, schedules, and invoices
  • Provide consultative analytical and contract management support to project leadership
  • Protect the company’s interests by enforcing warranties, mitigating risk, and ensuring timely payment of contractors
  • Manage contract processes to avoid claims and participate in equitable settlement of claims
  • Review contracts project set-up, develop standard contract templates, and prepare Project Contract Procedures
  • Coordinate timely issue, distribution, and response of documents to contractors
  • Maintain a working knowledge of Fluor’s Contract Management Standards and goals

Requirements

  • Accredited four-year degree or global equivalent in an applicable field of study and one year of work-related experience, or a combination of education and directly related experience equal to five years if non-degreed
  • Ability to communicate effectively with management, coworkers, clients, vendors, contractors, and visitors
  • Job-related technical knowledge necessary to complete the job
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
  • Attention to detail and ability to work in a time-conscious and time-effective manner
  • Active (or ability to obtain and maintain) TS/SCI with CI Polygraph clearance
  • U.S. citizenship
  • Prepare, maintain, retrieve, and communicate records and reports required to meet corporate and Contract Management requirements
  • Proactively ensure contract compliance and timely submission of progress reports, schedules, invoices, and supporting documents

Preferred Qualifications

  • Advanced degree such as a Master’s in Business Administration
  • Strong understanding of contracting principles and legal terms and conditions
  • Experience with administering the Request for Proposal/Request for Quotation (RFP/RFQ) process for contractors on heavy industrial construction projects
  • Experience with government contracts for Government Group
  • Extensive experience and knowledge in contract formation and administration
  • Strong working knowledge of contract law
  • Experience in formulating multiple compensation structures (reimbursable cost, lump sum, unit price)
  • Experience in work change and claims evaluation and negotiation
  • Ability to create project-specific contract terms and conditions by flowing down terms from the Prime Contract
  • Experience working with Project Management, Engineering, and Construction to develop a sound Project Execution Plan and Contract Plan
  • Experience in the Team Contract Management approach to contracting
  • Excellent communication skills

Pay

Salary range: $53,500.00 - $99,500.00. The market rate for the role is typically at the mid-point of the salary range; final salary is determined by candidate qualifications, relevant experience, geographic location, internal pay equity, and prevailing market conditions.
