General Requirements
The successful candidate must:
- Subscribe to an Oath of Allegiance
- Submit to a general tuberculosis examination
- Be fingerprinted
- Complete a pre-placement physical examination
- Show proof of identity and right to work in the United States
- Pass a drug test (the District maintains a drug-free workplace policy)
- Possess the relevant training, education, and experience required for the classification
- Successfully pass all examination parts to attain placement on the eligibility list
Certification and Eligibility
- When filling a vacancy, the Classified Personnel Director submits the top three ranked candidates ("certification") to the appointing authority, who may select any of the three.
- Candidates not appointed remain on the eligibility list.
- Candidates who complete all phases of the application and examination process are ranked on the eligibility list by total examination score, typically valid for one year.
- Regular employees of Escondido Union School District or those on re-employment lists receive a service credit of 0.5 points per complete year of service (up to 5 points) added to their final composite scores.
Employment Policies
- Employment and promotion are based on personal merit and ability to perform essential job tasks, with or without reasonable accommodation.
- Appointments and continuing employment follow the merit principle as outlined in the merit system Rules and Regulations.
- Initial appointments require a probationary period not exceeding six months or 130 days of paid service (including worked days, approved vacation, and designated holidays).
- Veterans and disabled veterans receive preference points added to passing scores in open examinations for entry-level classifications.

- Health Insurance: Employees working 5+ hours/day (25+ hours/week) receive family medical coverage, employee life and vision insurance, and employee or family dental coverage.
- Retirement: Employees working 4+ hours/day must join the California Public Employees Retirement System (CalPERS) and Social Security; contributions are shared by the District and employee. Employees working less than half-time have full Social Security coverage.
- Holidays: Regular classified employees receive pay for 16 authorized holidays (12-month employees) if in paid status during any portion of the working day preceding or succeeding the holiday.
- Sick Leave: Full-time 12-month employees earn 12 days of paid sick leave annually, with unlimited accumulation. Sick leave is prorated for employees working less than 12 months.
- Vacation: Full-time 12-month employees earn 12 days of paid vacation annually, increasing after 5 years of service. Vacation is prorated for employees working less than 12 months.
- Longevity Pay: Increments are added to base pay effective July 1 after completing the required years of service:
- 9 years: 3.5%
- 14 years: 7.123%
- 19 years: 12.158%
- 24 years: 16.644%
- 29 years: 21.310%
- 34 years: 26.162%
- 39 years: 31.209%
- 44 years: 36.457%
- 49 years: 41.915%
- 54 years: 47.592%
- 59 years: 53.495%
- Shift Differential: Employees required to work more than 4 hours of their regular shift (non-overtime) between 5 p.m. and 7 a.m. receive a 3.75% pay increase for the entirety of each applicable day.
- Professional Growth: After one year of service, employees may earn additional salary increments for continuing education.
