About the role

Provide support to assist MS&O lead in conceptualizing, developing, executing and maintaining strategic guidance, policy and related planning documents, including strategic plans and master plans. All policy shall be reviewed and approved by the MS&O Chief of Staff or designee.

Responsibilities

  • Assist MS&O with administrative duties in executing Program Status Reviews and Quarterly Program Reviews.
  • Assist with the Integrated Planning Roadmap (IPR) data collection and analysis.
  • Work with the Government to develop and facilitate leadership and management strategic planning off-sites, working groups, and action teams for strategic planning.
  • Provide guidance regarding roles and responsibilities and recommendations for effective strategies and objectives.
  • Support future MS&O operational system planning efforts and develop and deliver a MS&O Strategic Roadmap, focusing on early identification and resolution of technical and facilities issues associated with system requirements, interface, CONOPS, architectures, mission impact, acquisition, and overall design.
  • Provide support to MS&O leadership, staff members, and related working groups to ensure activities align and integrate with MS&O strategic priorities.
  • Support NRO-level resilience efforts, including coordination with the Resilience Integrated Planning Office (RIPO).
  • Support NRO planning and wargaming efforts to ensure MS&O equities are represented.
  • Attend SP&I meetings and develop all necessary documents, schedules, etc., to support Strategic Planning and Integration activities.
  • Assist in drafting, coordinating, and disseminating MS&O strategic communications.
  • Assist in coordinating and drafting MS&O Tracking Information and Enterprise Response (TIER) tasks and responses.
  • Support MS&O level system implementation planning and concept of operations development.
  • Support stakeholders in monthly and/or quarterly comprehensive program reviews by providing SP&I expertise.
  • Coordinate with Government and industry organizations to identify and validate current and future technology and mission thrusts.
  • Assist with the formulation of future strategies and prepare and present summarized assessments with recommendations.
  • Support execution and planning of ADF-SW infrastructure projects, including building 10-3, new visitors center, mail handling, vehicle inspection facility, MOC, and MDC.
  • Assist site leadership to develop and implement strategic objectives across the Division to align with MS&O and MOD strategic objectives.
  • Support NRO/MS&O Facilities Master Planning efforts, requiring coordination with all entities at the Mission Ground Stations and HQ teams.

Requirements

  • Active TS/SCI with CI Poly clearance.
  • Bachelor’s or Master’s degree.
  • Minimum 15 years of relevant experience in developing/executing strategic planning activities, including at least 5 years in the Intelligence Community integrating diverse groups, including senior leaders.

Pay

VTG’s estimated starting pay range is $175,000 - $200,000 annually, which is a general guideline for the geographic location. When extending an offer, VTG also considers work experience, education, skill level, market considerations, and may include contractual requirements which may cause an offer to fall outside of this range.
