The Integrated Warfare Systems Group (IWSG), comprising more than 130 personnel, provides expertise across program and project management, acquisition and contracting, systems and digital engineering, software development, test and evaluation, sustainment and life-cycle management, cybersecurity, international/Foreign Military Sales, strategic communications, and IT services. These capabilities support over 100 Above Water Sensor, Undersea, and Combat System programs within the Navy’s Portfolio Acquisition Executive for Mission Systems, Maritime and Munitions, as well as clients at Naval Surface Warfare Centers and the Office of Naval Research.
Responsibilities
- Serve as a trusted advisor supporting leadership and stakeholder engagement activities for a high-visibility, major weapons systems acquisition program.
- Lead the development and execution of strategic communications supporting acquisition programs, modernization initiatives, congressional engagement, and organizational priorities.
- Identify messaging gaps and apply solutions in a dynamic, collaborative environment; address knowledge gaps resourcefully and build trust through strong working relationships.
- Provide insight on effective internal and external stakeholder engagement, recommending specific messaging actions for Congressional, industry, professional association, and media stakeholders.
- Translate technical information into compelling messaging to strengthen stakeholder relationships.
- Leverage knowledge of Congress, including HAC/HASC/SAC/SASC and the annual appropriations process, to align messaging with budget cycles.
- Monitor media coverage to identify prevailing opinions, misconceptions, sentiment, and strategic opportunities.
- Create structured strategic messaging and engagement plans to foster alignment and informed decision-making.
The primary work location will be remote, though regular visits to the client location at the Washington Navy Yard (WNY) in Washington, DC are required.
Requirements
- Bachelor's degree in a technical or communications-related field.
- 7+ years of demonstrated experience in strategic communications, targeted messaging development, funding proposal development, and key stakeholder engagement.
- Demonstrated understanding of DoD fiscal and resource priorities, processes, and strategies as they relate to acquisition of complex programs and initiatives.
- Active DoD Secret clearance, with the ability to maintain it throughout employment.
Qualifications (Preferred)
- Experience providing strategic communications support within PEO IWS Directorates, Naval Surface Warfare Centers, or similar NAVSEA organizations.
- Experience with other government and government-adjacent stakeholders (e.g., White House Office of Management and Budget, non-profit public policy organizations/think tanks, and Fortune 500 defense contractors).
- Demonstrated experience in Congressional budgeting and procurement processes, development, and oversight.

Pay
Salary range: USD $120,000.00/Yr. - USD $140,000.00/Yr.
