Anticipated hiring ranges and full hiring ranges for the positions are as follows:

• Stormwater Systems Technician I: $21.96 - $27.73 hourly (anticipated), $21.96 - $31.84 hourly (full range)
• Stormwater Systems Technician II: $24.16 - $30.41 hourly (anticipated), $24.16 - $35.03 hourly (full range)

About the Role

The City of Greeley is seeking qualified candidates to join the Stormwater Division as a Stormwater Systems Technician I or II. This position maintains, repairs, inspects, and constructs the City's stormwater infrastructure to protect public health, property, and the environment while ensuring safe and efficient conveyance of stormwater. Technicians inspect, maintain, and repair storm sewer systems, culverts, inlets, manholes, detention ponds, drainage channels, and other stormwater facilities. Responsibilities include operating equipment, emergency flood response, regulatory compliance, and supporting citywide snow and ice removal. Candidates may be hired at the Technician I or II level based on qualifications, experience, certifications, and competencies. Advancement from Technician I to Technician IV is performance-based, supported by experience and certifications.

Stormwater Systems Technician I

The Stormwater Systems Technician I is an entry-level role assisting in the inspection, maintenance, repair, and construction of the City's stormwater infrastructure. Under supervision, the Technician I performs routine maintenance, operates light- and medium-duty equipment, assists with emergency response, and develops technical skills for career advancement.

Requirements

• High school diploma or GED
• Valid, unrestricted driver’s license
• One (1) year of experience in construction, public works, utilities, stormwater, streets, landscaping, excavation, or related field maintenance
• Colorado Collections System Operator Class I Certification within twelve (12) months of hire
• Ability to obtain a Class A CDL with air brake and tanker endorsements within twelve (12) months of hire
• Ability to obtain Flagger Certification and Work Zone Traffic Control Certification within six (6) months of hire

Preferred Qualifications

• Experience operating light construction or maintenance equipment
• Experience performing municipal infrastructure or utility maintenance
• Experience working in outdoor construction or public works environments

Stormwater Systems Technician II

The Stormwater Systems Technician II independently performs maintenance, repair, inspection, and construction of the City's stormwater infrastructure. This role operates heavy equipment, performs advanced maintenance, troubleshoots field issues, provides technical guidance, and may serve as a lead on projects.

Requirements

• High school diploma or GED
• Valid, unrestricted driver’s license
• Three (3) years of experience in stormwater, drainage, utility, construction, or operating heavy equipment (e.g., loaders, excavators, backhoes, skid steers, dump trucks, tractors)
• Current Class A CDL with air brake and tanker endorsements or ability to obtain within six (6) months of hire
• Flagger Certification and Work Zone Traffic Control Certification or ability to obtain within six (6) months of hire
• Colorado Collections System Operator Class I Certification
• Colorado Collections System Operator Class II Certification within twelve (12) months of hire

Preferred Qualifications

• Experience using GIS, CityWorks, or computerized maintenance management systems

Skills

• Knowledge of methods, materials, tools, equipment, and safe work practices for stormwater system maintenance, construction, and repair
• Knowledge of stormwater infrastructure, including storm sewer systems, culverts, catch basins, inlets, manholes, detention ponds, and drainage channels
• Ability to safely operate and maintain hand tools, power tools, light- and medium-duty equipment, and vehicles
• Ability to read and interpret maps, utility locates, work orders, construction plans, and technical drawings
• Ability to identify maintenance needs, recognize drainage or infrastructure issues, and assist in corrective actions
• Ability to follow safety policies and procedures, including traffic control, trench safety, confined space entry, and equipment operation
• Strong communication and interpersonal skills for collaborating with coworkers, contractors, other City departments, and the public
• Strong organizational and time management skills to prioritize work, complete assignments, and document maintenance activities
• Ability to work independently, respond to emergencies, participate in on-call rotations, and adapt to changing priorities

Responsibilities

• Inspect, maintain, repair, and construct stormwater infrastructure, including storm sewer systems, culverts, manholes, inlets, detention ponds, and drainage channels
• Operate light- and heavy-duty equipment, including loaders, excavators, skid steers, backhoes, dump trucks, vacuum trucks, and tractors
• Perform drainage system cleaning, sediment and debris removal, vegetation management, erosion control, and restoration activities
• Conduct inspections to identify maintenance needs and document work using work order and asset management systems
• Read and interpret utility locates, maps, construction plans, work orders, and engineering drawings
• Perform traffic control in accordance with City standards and maintain safe work zones
• Maintain tools, equipment, and vehicles in safe and serviceable condition
• Communicate effectively with coworkers, contractors, other City departments, and the public
• Participate in winter maintenance operations, including snow plowing, snow removal, deicing, sanding, and equipment preparation
• Respond to snowstorms, flooding, severe weather, and other emergencies by operating equipment and supporting emergency operations
• Participate in on-call rotations and work extended hours, evenings, weekends, holidays, and emergency callouts as required
• Perform other duties as assigned

Work Environment

• Primarily outdoors across municipal environments, including roadways, detention ponds, and construction sites
• Exposure to all weather conditions, including extreme heat, cold, rain, snow, and ice
• Proximity to heavy equipment (e.g., dump trucks, loaders, backhoes, snowplows) with exposure to loud noise, vibrations, moving machinery, dust, fumes, and hazardous materials
• Work in and around live traffic, construction zones, and active stormwater infrastructure requiring PPE and traffic control practices
• Potential exposure to standing water, biological hazards, or contaminated materials with safety protocols in place
• Work on uneven terrain, confined spaces, and elevated surfaces (e.g., manholes, culverts, rooftops, ladders, scaffolding)
• Extended shifts and irregular hours, including evenings, weekends, holidays, and emergency callouts

Physical Requirements

• Mobility: Ability to walk, stand, or work on uneven terrain for extended periods; climb ladders, steps, and equipment; enter and exit vehicles regularly
• Strength: Ability to lift, carry, push, or pull tools, materials, and equipment weighing up to 50 pounds regularly and up to 100 pounds occasionally
• Endurance: Ability to perform sustained physical labor in outdoor environments for 8–12 hours, including during inclement weather and emergencies
• Dexterity: Sufficient manual dexterity to operate tools, equipment, and vehicle controls with precision
• Flexibility: Ability to bend, stoop, kneel, crouch, reach overhead and below waist level, and maintain awkward positions
• Vision and Hearing: Adequate visual acuity to read instruments, inspect work areas, and monitor traffic; ability to hear warning signals, verbal instructions, and equipment sounds in noisy environments
