About the role
This position oversees and manages stormwater operations within the City of Abilene, ensuring compliance with state and federal regulations.
Responsibilities
- Schedules, supervises, and reviews the work of crews performing drainage system construction and maintenance activities, including mowing, creek maintenance, drainage improvements, and street sweeping.
- Inspects creek channels, drainage ditches, pumps, and related structures for required maintenance and repairs.
- Operates a variety of motorized equipment such as front-end loaders, backhoes, brush trucks, sand trucks, dump trucks, hydro-mulch truck, water truck, street sweepers, cranes, trenchers, bucket trucks, bush-hogs, bobcats, tractors with various attachments, forklifts, pumps and other stormwater related maintenance and construction equipment.
- Responds to emergencies after hours and leads on-call services and crews as needed.
- Manages logistical maintenance of the City’s stormwater infrastructure, including resources, administrative materials, tool inventory, uniforms, heavy equipment, chemicals, hazardous materials, replacement parts, consumables, warehouse space, and safety equipment.
- Assists the Division Manager with day-to-day activities and projects to ensure compliance with state and federal regulations and the requirements of the MS4 permit.
Requirements
- Five (5) years of progressively responsible experience in stormwater operations or a related field.
- One (1) year of experience in a supervisory or lead capacity, or closely related work experience that demonstrates the required knowledge, skills, and abilities.
- A valid Class A Commercial Driver's License (CDL).
Qualifications
- A high school diploma or a GED.
- A Non-Commercial Herbicide Applicator License from the Texas Department of Agriculture is preferred.
- Hazmat certification and training in workplace supervision is preferred.
Skills
- Safe and efficient operation, as well as minor servicing, of all Stormwater Utility Division construction and maintenance equipment.
- Procedures for scheduling, assigning, and supervising the work of crews.
- Stormwater policies and procedures for maintaining creeks, ditches, catch basins, pipes, and other stormwater controls.
- Principles and practices of handling chemical spills and hazardous materials.
- Safe driving principles and practices.
- Stormwater structure construction and maintenance.
- Effective methods for building and maintaining cooperative working relationships with contractors, the public, and other divisions.
