Essential Duties & Responsibilities
- Plans, coordinates, and directs all facets of storm water facility construction for the City (i.e., new development plan review and construction, regional flood mitigation projects, etc.).
- Develops and administers storm water capital improvement projects and storm water permit compliance plans, contracts, and budgets.
- Prepares long-range plans that include financial analysis and project review.
- Provides compliance assurance with all stormwater regulations and permit requirements.
- Captures floodplain management program.
- Establishes objectives, plans, and evaluates operations and the overall effectiveness of the storm water services.
- Advises City Manager, department heads, and other officials on Storm Water Drainage System planning policies; provides information and interpretation of codes and regulations regarding development issues.
- Manages and prepares an annual operating budget; monitors and/or approves expenditures of the Stormwater budget; seeks grant funds.
- Affords potential for a stormwater utility and overall stormwater management program for the city.
- Manages implementation of Illicit Discharge ordinance, compliance assurance, and enforcement.
- Performs fieldwork, surveys, and site inspections; directs and reviews engineering work in the construction, maintenance, and repair of municipal Storm Water Drainage System.
- Provides technical information and interpretation to the general public, developers, permitting agencies, consultants, contractors, and other City staff.
- Maintains active communication with contractors, engineers, surveyors, government agencies, and the general public for any engineering, surveying, or construction issues.
- Develops and implements a plan to assume the Flood Plain Administration responsibilities from Pinal County Flood Control.
- Develops and implements a plan to incorporate the duties and functions of Maricopa County Flood Control District into the City of Maricopa.
- Coordinates the division's emergency services, responses, and environmental management program.
- Monitor the work of staff for conformity with city and division policies and practices and aids when problems arise.
- Takes on other CIP projects related to road, bridge, and/or facility construction based on available capacity.
Minimum and Preferred Entrance Qualifications
- Education and Experience: Bachelor's degree from an accredited college or university with major in civil engineering or related field. Five (5) to ten (10) years' experience in construction, maintenance, and maintenance of stormwater facilities or related facilities and considerable managerial experience and/or training; or equivalent combination of education and experience.
