The Statewide Data Governance Technical Specialist is pivotal in establishing and maintaining TDOT's comprehensive data governance framework. The Specialist collaborates with IT and stakeholders to implement secure, compliant software solutions that integrate seamlessly with TDOT systems, enabling effective data visualization, predictive analytics, and evidence-based decision-making. The Statewide Data Governance Technical Specialist addresses complex data challenges and enhances asset management practices. This role involves conducting data quality initiatives and comprehensive analyses to ensure compliance with TDOT policies and legal requirements, focusing on data retention, auditing, and disaster recovery protocols. The specialist provides actionable insights to advance TDOT's statewide asset management strategies, aligning data management practices with departmental goals.

Responsibilities

  • Establish and oversee a comprehensive data governance framework by developing and maintaining user-facing tools, including a data dictionary and metadata repository, to promote consistent and accessible data usage across departments.
  • Ensure asset management data sets comply with TDOT policies and are effectively visualized through user-friendly and compliant front-end software solutions that enhance analytics and reporting capabilities.
  • Collaborate with stakeholders to optimize data presentation for predictive and prescriptive analytics, enabling clear and actionable insights into asset management operations.
  • Collaborate with TDOT's IT department to develop and implement a strategic data management plan that ensures seamless integration of systems and data sets, secure and compliant back-end software tools, and protocols for data security, performance optimization, and interoperability, supporting reliable back-end operations and enabling efficient data flows for predictive analytics and decision-making.
  • Coordinate with IT to oversee system security, performance, and accessibility administration, including granting and monitoring access rights.
  • Maintain high data quality by developing validation, auditing, and data cleansing protocols, proactively addressing data gaps and inconsistencies to ensure compliance with established data standards and TDOT AM policies.
  • Afford assistance to TDOT's AM Quality Management Section in developing data retention, policies, archiving, and disposal to ensure full compliance with legal and regulatory requirements. Enforce developed retention policies while optimizing storage efficiency and backup processes.
  • Collaborate with IT to establish and maintain disaster recovery protocols to safeguard critical data assets, ensuring resilience and continuity during potential disruptions.
  • Conduct comprehensive analyses of collected data to identify trends, performance gaps, and high-impact areas for strategic improvement. Develop detailed, data-driven reports and provide actionable recommendations to advance TDOT's data collection alignment to optimize performance.
  • Facilitate decision-making by synthesizing data from multiple sources and supporting evidence-based enhancements to statewide asset management initiatives.
  • Coordinate with stakeholders to assess and identify training needs for enhancing data collection processes, ensuring data accuracy, and supporting the implementation of standardized practices in alignment with the department's Asset Management objectives.
  • Deliver exceptional customer service to project stakeholders by sharing relevant data, ensuring accessible and organized data information, practicing effective communication, and maintaining positive public relations. Respond promptly and accurately to inquiries from the public and department personnel.
