State & Local Government Affairs Director

About the Role

The State Government Affairs (SGA) Director is responsible for working collaboratively with internal and external stakeholders across the assigned states (California, Nevada, Hawaii) and Genentech’s Customer Engagement (CE) field ecosystems to advance Genentech’s legislative and regulatory priorities. The Director will reside in California and develop relationships to influence legislative and executive policy decisions while supporting patients and customers to advance Genentech’s business goals. As a senior member of the State & Local Government Affairs (SLGA) Team, the Director will work closely with the SLGA Leadership Team and serve in formal and informal coaching and mentorship roles.

Responsibilities

• Interactions with external stakeholders:
  • Advocate and lobby on the company’s behalf with state legislative and executive branches, including:
    • Assisting in the development of legislative and regulatory policy positions and solutions;
    • Drafting amendments, preparing and delivering testimony;
    • Attending and representing Genentech at legislative hearings, meetings, and events.
  • Develop and sustain strategic relationships with elected officials, state agencies, industry partners, trade associations, and advocacy groups to identify shared legislative/policy objectives.
  • Register as a state lobbyist, complete required training and reporting, and manage contract lobbyists and association member engagement.
  • Ensure compliance with all laws, regulations, and policies governing Genentech’s activities.
• Engagement with internal stakeholders:
  • Serve as a strategic advisor to CE field ecosystem leaders and home office business partners to advance Genentech’s policy and business objectives.
  • Act as an executional catalyst for CE ecosystem leadership teams by understanding regional business priorities, needs, and nuances.
  • Prepare briefings and presentations on evolving state legislation, regulations, executive branch actions, reimbursement decisions, and Medicaid policies that may impact Genentech’s patients, products, or business objectives.
  • Monitor and engage in Medicaid policy developments in collaboration with the State Policy Team, industry partners, and advocacy organizations; support education of internal stakeholders and field engagement with Medicaid agency staff.

Requirements

• Bachelor’s degree.
• 10+ years of legislative and executive branch advocacy experience with state governments.
• Residency in the designated region (California, Nevada, or Hawaii); relocation is not provided.
• Approximately 40% travel anticipated, including overnight stays.
• This is a field-based position requiring significant driving (company-provided or personal vehicle) and prolonged periods of sitting. Motor vehicle record checks may be conducted.

• Advanced degree.

Pay

The expected salary range for this position based in California is $159,900/yr to $296,900/yr. Actual pay will be determined by experience, qualifications, geographic location, and other job-related factors. A discretionary annual bonus may be available based on individual and company performance.
