About the role
The Staff Services Officer III provides administrative support to the Vital Statistics Section, performing duties associated with human resources, fiscal, and administrative functions. This includes supporting the Section's budgeting, personnel, and procurement needs.
Responsibilities
- Supports the Section's budgeting and personnel functions, developing and implementing budgets and tracking expenditures.
- Maintains and develops confidential records systems, including human resource, payroll, and personnel documents.
- Coordinates with HHS Human Resources, Office of General Counsel, and Texas Department of Public Safety on criminal background check processes.
- Oversees the maintenance and tracking of method of funding for Section personnel.
- Develops, maintains, and reviews designated reports, budget materials, and correspondence.
- Plans, assigns, and coordinates the work of other staff within the Section.
- Provides guidance to Section staff regarding administrative policies, procedures, and benefits.
Requirements
- Bachelor’s degree in finance, business administration, human resources, or a closely related field from an accredited four-year college or university.
- Minimum two years' work experience implementing and maintaining policies and procedures regarding highly confidential records systems.
- Experience preparing complex correspondence, documents, or reports.
- Experience directly coordinating, tracking, and responding to executive assignments.

- Knowledge of DSHS policies and procedures for personnel, budgeting, purchasing, and travel.
- Knowledge of email, word processing, spreadsheet, and database programs such as Word, Excel, Access, and Outlook.
- Strong oral and written communication skills.
- Effective time management and planning skills.
- Public speaking and presentation skills.
- Ability to analyze and evaluate complex program and policy issues.
- Ability to establish goals and objectives.
- Ability to devise solutions for administrative problems.
- Ability to develop and evaluate administrative policies and procedures.
- Ability to facilitate meetings and projects and work effectively with others.
- Ability to manage and consolidate information.
- Ability to manage multiple tasks, work under pressure, and meet short deadlines.
- Ability to lead work groups, projects, and meetings.

Pay
$4,020.33 - $4,600.00 per month
