Staff Proposal Quality Engineer

Basic Qualifications

• STEM degree at the Bachelor level or above
• Education and/or professional experience demonstrating solid knowledge of finance or business-administration principles
• US Citizen with the ability to obtain a secret clearance - DOD Secret
• Understanding of the Quality Management System (QMS), Quality Proposals, and Quality Engineering
• Strong organizational skills, attention to detail, ability to work in a dynamic environment, ability to train employees, and the ability to multi-task
• Practical communication skills, including written, oral, listening, presentation, technical writing, and collaboration
• Proficient skill level with Microsoft Office applications such as Excel, PowerPoint, etc.

Job Description

Lockheed Martin is seeking a Quality Engineer (QE) to manage the implementation and execution of program quality requirements when creating proposals and Basis of Estimates (BOEs). This role will support both Proposals / BOE and all aspects of Quality development programs, including proficiency in proposals, Request for Proposal (RFP), Basis of Estimate (BOE), contract review, production operations, and program quality engineering support. This role will require an understanding of quality tasks across quality functions applicable to hardware, software, systems, suppliers / sub-contractors, and customers.

What You Will Be Doing

As the Proposal Quality Analyst you will be responsible for managing the implementation and execution of program quality requirements for proposals and Basis of Estimates. Your Responsibilities Will Include, But Are Not Limited To:

• Lead implementation of quality requirements for proposals and BOEs.
• Conduct reviews of RFPs, contracts, and supplier deliverables.
• Develop and maintain quality metrics and documentation.
• Cookordination with cross-functional teams to ensure compliance across hardware, software, and systems.
• Drive continuous improvement of proposal quality processes.

Desired Skills

• Strong knowledge of creating accurate, complete, correct, current, and competitive Proposals / Basis of Estimate (BOE) and meeting proposal deadlines
• Experience with customer audits and negotiations
• Experience in writing technical and cost volumes
• Understanding of TINA Compliance and TINA SWEEP
• LLean / Six Sigma Green or Black Belt certification
• Strong knowledge of Industry recognized Quality Systems/Models such as AS9100 or ISO9001
• Desire and ability to implement creative problem-solving techniques
• Quality Engineering or Supplier Quality Experience

Full-time Remote Telework: The employee selected for this position will work remotely full time at a location other than a Lockheed Martin designated office/job site. Employees may travel to a Lockheed Martin office for periodic meetings.
