STAFF ENGINEER - TRAFFIC & DEVELOPMENT

Duties and Responsibilities

• Covers neighborhood traffic calming requests, including petition review, public meeting coordination, speed and volume data evaluation, documentation, and recommendations.
• Reviews development plans and related engineering documents for compliance with City code and engineering standards.
• Performs limited review of stormwater and utility components of private development plans, coordinating with Engineering and Water Services staff.
• Tracks development submittals, permit submissions, plan review comments, public petitions, and related review status information.
• Assists in calculating construction cost estimates for bonding purposes.
• Provides technical expertise in construction resolution and performs site inspections to coordinate effectively with designers and contractors.
• Coordinates with third-party traffic consultants when outside expertise is required, assisting with contracts, review of deliverables, and stakeholder communication.
• Supports Planning Commission and Board of Commissioners agenda items related to development, traffic calming, and transportation safety matters.
• Supports traffic safety evaluations, including stop sign requests, speed limit modifications, school zone concerns, and pedestrian and bicycle infrastructure improvements.
• Reviews traffic impact studies and assists with signal warrant reviews, multi-way stop analyses, and other transportation safety evaluations.
• Coordinates with internal staff, external consultants, and Public Works on traffic operations, signage, pavement markings, signal timing, intersection safety improvements, and MUTCD compliance.
• Responds to developers, consultants, HOA/POA representatives, and members of the public regarding traffic operations, permitting, and development review matters.

Requirements

• Minimum Training and Experience Required:
  • Bachelor of Science Degree in Civil Engineering from an ABET-accredited four-year college or university, or an equivalent engineering degree qualifying the candidate for Engineer-in-Training (E.I.T.) certification in the State of Tennessee, is required.
  • Engineer-in-Training (E.I.T.) certification is preferred if not currently certified, the candidate must obtain E.I.T. certification, or equivalent recognition by the State of Tennessee, within six months of hire as a condition of continued employment.
  • Progress toward licensure as a Professional Engineer (P.E.) within four years is desirable.
  • 1–3 years of engineering experience in municipal development review, transportation engineering, or related civil engineering practice is preferred.
  • Working knowledge of traffic engineering principles, traffic calming methodologies, MUTCD standards, ITE guidelines, and basic hydrologic and hydraulic principles related to site development is required.
• Physical Requirements:
  • Must be physically able to operate a variety of automated office machines and technical tools including a computer, printer, calculator, telephone, drafting and review software, measuring devices, and related equipment.
  • Must be able to conduct field inspections of construction sites and stormwater infrastructure, which may require walking over uneven terrain, climbing moderate slopes, entering construction areas, and exposure to outdoor weather conditions.
  • Must be able to exert up to twenty (20) pounds of force occasionally and/or up to ten (10) pounds of force frequently.

  • Requires the ability to compare, analyze, and evaluate technical, regulatory, and construction-related data; interpret hydrologic and hydraulic calculations; and assess compliance with municipal and state standards.

  • Requires the ability to communicate technical and regulatory information effectively with supervisors, Engineering Technicians, contractors, consultants, regulatory agencies, and the general public.
  • May require providing direction to technical staff in coordination with the supervising engineer.

  • Requires the ability to read and interpret engineering plans, specifications, regulatory permits, technical reports, and compliance documentation.
  • Requires the ability to prepare clear and concise written reports, compliance correspondence, and technical documentation.
  • Requires the ability to speak clearly and professionally in meetings and public interactions.
• Intelligence:
  • Requires the ability to understand and apply basic to moderately complex engineering principles and regulatory requirements; to exercise sound technical judgment within established policies; and to acquire knowledge of evolving stormwater and construction compliance standards.
• Verbal Aptitude:
  • Requires the ability to explain technical requirements, inspection findings, and compliance deficiencies to contractors, staff, and stakeholders; and to follow detailed verbal and written instructions.
• Numerical Aptitude:
  • Requires the ability to apply engineering calculations, review quantity measurements, interpret hydrologic data, and verify numerical accuracy in construction documentation and compliance reporting.
• Form/Spacial Aptitude:
  • Requires the ability to interpret construction drawings, site plans, drainage schematics, and topographic information.
• Motor Coordination:
  • Requires the ability to coordinate hands and eyes in using automated equipment and to operate inspection and measurement tools as needed.
• Manual Dexterity:
  • Requires the ability to handle a variety of office and field inspection equipment, measuring devices, control knobs, switches, and related tools. Must have adequate hand coordination to perform inspection and documentation tasks effectively.
• Color Discrimination:
  • May require the ability to differentiate colors and shades of color when reviewing plans, maps, or field conditions.
• Interpersonal Temperament:
  • Requires the ability to work effectively under moderate time constraints; manage multiple assignments; interact professionally with internal and external stakeholders; and respond constructively to compliance-related discussions and field situations.
• Physical Communication:
  • Requires the ability to communicate effectively verbally and in writing, including expressing ideas clearly and understanding spoken communication during meetings, construction site visits, inspections, and public presentations.
