Northrop Grumman Mission Systems is a trusted provider of mission-enabling solutions for global security. Our Engineering and Sciences (E&S) organization pushes the boundaries of innovation, redefines engineering capabilities, and drives advances in various sciences. The Multidomain Sensing, Targeting, and Survivability (MSTS) division is seeking a Staff Chief Engineer to serve as an Engineering Program Manager (EPM) on a production program within the Power / Control Systems (P/CS) Operating Unit. P/CS programs primarily design for US Navy platforms at sea.

This position is full-time on-site at our Sykesville, MD location.

Responsibilities

  • Accountable for the cost, schedule, and execution of all engineering scope on the program.
  • Ensure engineering activities are completed on time and within the approved budget and contractual boundaries across all Integrated Product Teams (IPTs).
  • Drive implementation of the technical execution plan and proactively identify, secure, and coordinate the engineering resources needed to meet program objectives and commitments.
  • Serve as the primary engineering interface to the Program Manager and partnering functional organizations.
  • Provide engineering inputs to sector program execution reports and other programmatic reviews.
  • Develop, review, and defend engineering proposal estimates and Basis of Estimates (BOEs).
  • Oversee Control Account Management (CAM) for all engineering-related control accounts.
  • Support CEAC, schedule, and financial updates for engineering scope.
  • Lead engineering Page and Line (P&L) reviews to ensure alignment with program objectives and financial targets.
  • Facilitate engineering staffing plans and Work Load Forecasts (WLF) in coordination with functional managers.
  • Coordinate engineering risk and opportunity identification, tracking, and handling plans across all IPTs.

The selected candidate will perform in a fast-paced work environment with high expectations, significantly diverse assignments, and collaborative/team settings.

Requirements

  • Bachelor’s Degree with 12 years of experience, a master’s degree with 10 years of experience, or a PhD with 8 years of experience in Science, Technology, Engineering, Mathematics, or related technical fields.
  • Experience in systems development, integration, and test across the program lifecycle.
  • Demonstrated ability to communicate effectively with technical and non-technical stakeholders, both verbally and in writing.
  • Demonstrated success leading high performance, cross-functional technical teams.
  • Demonstrated ability to act as the technical point of contact to Executive leadership and/or Customers, addressing technical requests and translating them into actionable deliveries.
  • Fluency with developing and executing project schedules.
  • U.S. citizenship with the ability to obtain and maintain a U.S. Government Secret clearance. Interim secret clearance required to start.
  • Ability to work onsite in Sykesville, MD.

Preferred Qualifications

  • Advanced degrees in Science, Technology, Engineering, Mathematics, or other related technical fields.
  • 8+ years of progressive engineering leadership, with 4+ years in a Chief Engineer or equivalent role on complex, multi-year development programs (e.g., aerospace, defense).
  • Experience as an Integrated Product Team (IPT) Lead, Technical lead, or other leadership role in a program office or business function with demonstrated team building, organizational, and interpersonal skills.
  • Experience as a Control Account Manager (CAM) managing Earned Value Management System (EVMS) projects.
  • Experience in Electrical, Digital, Power, Mechanical Designs, or Embedded Processing.

Pay

Primary Level Salary Range: $169,000.00 - $253,600.00. The above salary range represents a general guideline; Northrop Grumman considers factors such as the scope and responsibilities of the position and the candidate's experience, education, skills, and current market conditions when determining base salary offers. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
