Under the LA County Board of Supervisors’ emergency declaration for homelessness, the Department of Mental Health is filling emergency Staff Analyst, Health vacancies to expand the County’s response to housing, mental health, and substance-use challenges. Applicants who meet the requirements may be hired for an initial 90-day period; performance during this period will determine eligibility for permanent appointment.
Responsibilities
- Analyze department services and recommend contracting-out; develop Requests for Proposals, evaluate bids, select vendors, and coordinate transitions to private providers.
- Research and develop contracts with the private sector for major department-wide functions and services.
- Negotiate with state or federal agencies to obtain grant funds and secure approval for expenditures contrary to original grant terms.
- Represent the department in negotiations with the state on health-service contract provisions.
- Recommend program changes and operational resolutions to improve service efficiency and effectiveness.
- Lead teams of other analysts.
- Perform special assignments and projects as directed.
Requirements
- Four years of experience in a staff capacity analyzing and making recommendations for organizational, program, procedural, budgetary, or personnel problems.
- — OR — One year of highly responsible administrative or staff experience at the level of the County of Los Angeles class of Assistant Staff Analyst, Health Services or higher.
- No out-of-class experience or Verification of Experience Letters (VOEL) will be accepted.
- Applicants must meet the above requirements at the time of filing.
License
- A valid California Class C Driver License or the ability to use an alternative method of transportation to carry out job-related essential functions.
Physical Demands
- Physical Class II – Light: occasional light lifting up to 10 pounds, some bending, stooping, or squatting, and considerable walking.

- Staff capacity/staff experience is defined as assisting and supporting administration by researching, analyzing, and recommending solutions on personnel utilization, fund allocation, workload, and program procedures.
- Highly responsible administrative is defined as independent responsibility for assignments of average difficulty analyzing and recommending solutions for organization, budget, personnel, information services, programs, facilities planning, materials management, and general management.
- Assistant Staff Analyst is defined as assisting in research and analysis and making recommendations on resource deployment and implementation of operations and programs in major health service areas.
