STAFF ANALYST, HEALTH / EMERGENCY APPOINTMENT HOMELESSNESS
LA County is responding to the homelessness crisis declared a local state of emergency. The Department of Public Health seeks qualified candidates for emergency Staff Analyst, Health roles focused on housing, mental health, and substance use. Under the emergency order, applicants may be hired for an initial 90-day period with the opportunity for permanent County employment based on a performance assessment.
About the Role
Positions in this class serve as technical experts and consultants to management in major public health service areas. Responsibilities include analyzing and recommending improvements for resource deployment, program implementation, and management practices with department-wide impact. Positions also handle special assignments and projects as directed.
Responsibilities
- Analyze department services and recommend contracting-out; develop Requests for Proposals, evaluate bids, select vendors, and coordinate transitions to private vendors.
- Research and develop contracts with the private sector for major department-wide functions and services.
- Negotiate with state or federal agencies to obtain grant funds and justify expenditures for purposes contrary to original grants.
- Develop new programs or modify existing ones based on needs analysis, adhering to local, state, and federal requirements.
- Coordinate and participate in meetings with departmental, public, private, and non-profit groups to discuss and influence policy issues.
- Review budgets from contract agencies to evaluate program designs, including client numbers and service units; prepare written recommendations for management.
- Research and analyze protocols, best practices, policy issues, legislation, regulations, funding sources, and technical research; recommend impacts on services.
- Prepare position papers and recommendations on program-related issues.
- Attend and conduct meetings with department officials, community-based organizations, and the public to resolve issues and influence programs.
- Lead groups of analysts responsible for administrative work in Public Health operations or programs as needed.
- Prepare written reports on program activities and progress toward overall goals.
- Lead or mentor teams of analysts as required.
Requirements
Minimum Requirements:
- Option I: Four years of experience in a staff capacity analyzing and recommending solutions for problems related to organization, program, procedure, budget, or personnel.
- Option II: One year of highly responsible administrative or staff experience at the level of the County of Los Angeles class of Assistant Staff Analyst, Health Services or higher.
Staff capacity experience is defined as advisory work supporting line managers with research, analysis, and recommendations on personnel utilization, fund allocation, workload, and program procedures under general supervision.
Administrative capacity experience involves independent responsibility for assignments analyzing and recommending solutions for organization, budget, personnel, programs, or management issues.
Assistant Staff Analyst, Health Services level experience includes assisting in research and analysis for resource deployment and program implementation within a health organization.
License
- A valid California Class C Driver License or the ability to use alternative transportation for job-related essential functions.
Physical Requirements
Physical Class II – Light: Involves administrative and clerical tasks requiring occasional light lifting (up to 10 pounds) and some bending, stooping, or squatting. Considerable ambulation may be involved.
