NYCHA’s Department of Resident Services, Partnerships and Initiatives connects residents to economic opportunity, youth, senior, and social-service programs; supports Resident Associations; and ensures resident needs are integrated into NYCHA’s transformation plan.

About the role

Reporting to the Senior Manager of Budget & Compliance, the Staff Analyst will process payments, manage grants, analyze spending, and support leadership on procurements and budget matters.

Responsibilities

  • Process payments in accordance with agency and citywide procurement guidelines.
  • Receive items in Oracle for payments.
  • Process RAB stipends, Councilmatic funds, and Family Day requests.
  • Troubleshoot vendor payments.
  • Perform data analyses on departmental spending and recommend procurement-process improvements.
  • Collaborate with NYCHA’s Accounts Payable, Financial Planning & Analysis, and other units on payment processing and regular reporting.
  • Manage all grants received by the department and ensure timely, accurate spending per grant requirements.
  • Provide strategic support to Resident Engagement leadership on procurements and budget management; oversee special projects as needed.
  • Develop and refine accounting policies, procedures, and process improvements.
  • Generate and present comprehensive financial reports and variance analyses to senior leadership and stakeholders.
  • Monitor and ensure the integrity of accounting systems and internal controls across all financial operations.
  • Oversee preparation and reconciliation of financial statements, ensuring accuracy and compliance with applicable accounting standards.
  • Prepare audit-ready documentation and serve as key liaison during internal and external financial audits.

Requirements

Due to the existence of a civil-service list, candidates must have permanent civil-service status in the title of Staff Analyst to be considered.

This position is open to qualified persons with a disability who are eligible for the 55-a Program.

Qualifications

  • A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a Juris Doctor degree from an accredited law school; or
  • A baccalaureate degree from an accredited college and two years of full-time professional experience in budget administration, accounting, economic or financial administration, fiscal or economic research, management or methods analysis, operations research, organizational research, program evaluation, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or
  • An associate degree or 60 semester credits from an accredited college and four years of the professional experience described above; or
  • A four-year high school diploma or equivalent and six years of the professional experience described above; or
  • A combination of education and/or experience equivalent to the above. College education may substitute for professional experience at the rate of 30 semester credits for one year of experience, provided all candidates have at least a high school diploma.

Preferred Skills

  • Procurement knowledge, familiarity with city procurement rules, bid reviews, and vendor management.
  • Strong financial oversight with budget tracking, fund reconciliation, and grant management experience.
  • Strong analytical skills, including data review, variance analysis, and audit support.
  • Proficiency in Oracle and financial reporting tools.
  • Ability to collaborate across departments and provide strategic insights to leadership.

Pay

$72,595 – $85,000 per year.
